Reporting to the Deputy Minister, a representative of Truong Son Construction Corporation said that the section from Km18+650 to Km21+100 (under the 12-XL package) passes through natural forests and encounters many difficulties during the construction process.
In this area, there are about 1.7 million m3 of soil and rock that need to be dug, of which about 0.65 million m3 will be used to build roadbeds and produce crushed stone. However, the remaining time is only about 7 months, making the progress urgent.

The reason for the delay is that the section through the natural forest was handed over the site from November 30, 2024 - right at the time of the rainy season, causing the contractor to not be able to carry out the construction according to the original plan.
Currently, the contractor has mobilized 6 construction teams to handle the entire remaining volume of rock and soil, with the goal of compensating for the delayed progress.
At the inspection, Deputy Minister Nguyen Viet Hung stated that this is the most important section of the package and the entire project, directly affecting the overall progress. He encouraged the contractor to overcome difficulties and at the same time requested Truong Son Construction Corporation to focus all its efforts on construction.
"Contractors need to focus to the maximum, otherwise it will be difficult to ensure progress. It is necessary to increase machinery and equipment, and open more construction teams. Construction in 3 shifts, overcoming the sun and rain in accordance with the direction of the Prime Minister, only then can the project be completed on time," the Deputy Minister emphasized.
According to the report of Project Management Board 85, up to now, some main items have reached high volumes: Roadbed paving is more than 76%; K95 paving is nearly 95%; K98 roadbed is more than 69%; type 1 crushed stone paving is more than 59%; reinforced stone paving is more than 57%; C19 asphalt concrete is more than 19%.
Package 12-XL currently has an implementation value of more than VND 3,556 billion out of a total of more than VND 4,940 billion, equivalent to 72%, closely following the approved adjustment plan. Up to now, the package has basically completed the bridge, culvert, and underpass works on the route.
To ensure progress, Project Management Board 85 requested Truong Son Construction Corporation to continue to increase human resources, equipment, expand construction teams and continuously increase shifts.
The Hoai Nhon - Quy Nhon Expressway has a total length of 70.1km, passing through Binh Dinh province, with a total investment of more than VND 12,400 billion, invested by Project Management Board 85. The project started on January 1, 2023, with completion date adjusted to September 30, 2025.
Previously, on March 10, Deputy Minister Nguyen Viet Hung also inspected the organization and construction of the Quang Ngai - Hoai Nhon expressway project. "Units must flexibly work with the government to resolve problems thoroughly, not allowing prolonged problems to affect the overall progress of the project.
The weather in the Central region will have rain until October. Therefore, the timeline for organizing the construction of roadbeds and asphalt concrete pavements must be completed early before the rainy season arrives. The remaining months of the year are the completion of work, and cannot be counted until December 31, 2025", the Deputy Minister directed.
