Article 11 of the Draft stipulates that cars for general work at the commune level are as follows:
Coefficient for using cars for general work, maximum 2 cars/commune.
Automobiles serving general work at the commune level are managed directly.
Explaining this problem, in the draft report, the Ministry of Finance said that, due to the arrangement of administrative units (not the district -level organization, transferring the task of the commune degradation), the draft stipulates the norm of using cars to serve the common work for the commune level.
Explaining the need to issue a new Decree on public automobiles based on practical practice, the Ministry of Finance said that it is necessary to reorganize the apparatus of the political system; in which some ministries and provinces are merged; implement local government at 2 levels (eliminate district level).
Therefore, the model of agencies as well as titles and positions in the organization and apparatus of the political system have changed compared to before.
Therefore, the current system of standards and norms according to the provisions of Decree No. 72/2023/ND-CP has contents that are not suitable for the organization of the apparatus and titles and positions after implementing the reorganization and streamlining.
The Ministry of Finance analyzes some points that are no longer suitable as: for standard car norms. Some titles are no longer available after arranging the apparatus (such as: Secretary of the Party Committee of the Central Government, Chairman of the State Capital Management Committee at the enterprise, General Director of Vietnam Social Insurance; Head of Ho Chi Minh Mausoleum Management Board; General Director ...). Some new titles such as Deputy Secretary of the Party Committee of the Party Committees of the Central Party agencies; National Assembly Party Committee; Government Party Committee; The Party Committee of the Fatherland Front, the central organizations have not yet determined which title and position according to the conclusion of 35-KL/TW.
For standards and norms for using cars to serve the common work: After arranging and streamlining the apparatus, the application of the current norms of agencies and organizations for the new model of agencies and organizations after arranging is no longer suitable because the agencies and organizations after arranging with wider scope and management areas. Typically, it is impossible to apply the norms of the Departments and Organizations that are commonly applicable to the Departments organized by vertical or the norms of provincial offices, departments and branches of the provinces today for provincial offices, departments and branches of the provinces after arranging and abandoning the district level ...
At the same time, there is currently no commune-level quota while most of the tasks of the district level are transferred to the commune level.
The Ministry of Finance said that from the above basis, it is necessary for the Government to issue a Decree regulating standards and norms for the use of cars (replacing Decree No. 72/2023/ND-CP).
