Decree 168/2024/ND-CP on penalties and deduction of driving license points for motorcyclists who violate regulations on vehicle conditions when participating in traffic takes effect from January 1, 2025.
Clause 8, Article 13 stipulates a fine of from VND 20 million to VND 26 million for one of the following violations:
Driving a vehicle with a license plate that does not match the vehicle registration certificate or with a license plate that is not issued by a competent authority (including trailers and semi-trailers);
Driving a vehicle without a complete license plate or with a license plate in the wrong position or in an incorrect format as prescribed; with unclear letters or numbers on the license plate or with other materials painted or pasted over the letters or numbers on the license plate; with a license plate that is bent, obscured, or changes the letters, numbers, color (of letters, numbers, license plate background), shape, or size of the license plate (including trailers and semi-trailers).
In addition to being fined, drivers who commit violations will also be subject to additional penalties such as confiscation of their license plates.
Previously, according to Decree No. 100/2021/ND-CP, amended by Decree 123/2021/ND-CP, the act of covering car license plates can be subject to a fine of up to 6 million VND.
Furthermore, if the vehicle with the license plate covered commits other violations such as driving in the wrong lane, running a red light, etc., it can still be punished for these acts.
When detecting errors, authorities have many measures to verify not only the license plate, for example the type of vehicle, paint color... Therefore, covering the license plate only increases the risk of being punished.
