According to the National Technical Regulation QCVN 41:2024/BGTVT, the pedestrian sign system includes groups of prohibition signs, command signs, warning signs and direction signs.
The purpose of these signs is to guide pedestrians to move safely, and at the same time remind vehicle drivers to observe and yield in accordance with regulations.
In which, signs I.423a and I.423b are signs indicating the crossing position for pedestrians. The sign is square with a blue background, inside is a white triangle with the symbol of pedestrians crossing the road.
At the location of placing the sign, there is usually a white line, also known as " zebra line", to help people identify the right place to cross the road.
According to regulations, signs I.423a and I.423b only differ in the direction of the pedestrian symbol. The management agency will choose the type of sign suitable for the installation location to ensure that the pedestrian image is always facing the road surface.
Although there are full signs and road markings, the situation of cars and motorbikes stopping or parking right on the pedestrian path still appears in many places.
This behavior not only obstructs people crossing the road but also obscures the visibility of other vehicles, increasing the risk of traffic collisions.
According to Decree 168/2024/ND-CP effective from January 1, 2025, drivers of cars or trucks stopping on pedestrian lanes may be fined from 800,000 to 1 million VND. In case of parking causing traffic obstruction, the fine may be from 2 to 3 million VND.
For motorbikes, the act of stopping and parking on the pedestrian lane may be fined from 400,000 to 600,000 VND. In some cases causing serious traffic congestion or obstruction, vehicles may also be forced to move.
To ensure traffic safety, drivers need to pay special attention when passing through areas with pedestrian signs. As soon as they detect a sign or crossing line, drivers should proactively reduce speed, carefully observe both sides of the road to promptly handle arising situations.
When a pedestrian is walking on the crossing line, the vehicle operator must stop and yield. Intentionally dodging, not giving way, or using horns and lights to urge pedestrians are all violations of the law and may be penalized.
In addition, drivers should not overtake other vehicles in areas with pedestrian signs. Vehicles in front may be slowing down to make way, unexpected overtaking will increase the risk of accidents.
