The Traffic Police Department (Traffic Police Department, Ministry of Public Security) has received corresponding tasks from the Vietnam Road Administration (Ministry of Transport); the Traffic Police Department of provinces and cities received corresponding tasks from the Department of Transport; the commune-level police received applications for granting and changing driving licenses at the facility.
According to Hanoi City Police, there are currently 30 commune-level police officers who have received applications for granting and exchanging road motor vehicle licenses in the area.

According to Circular 79/2024 of the Ministry of Public Security effective from January 1, 2025, the police of communes, wards and towns will register motorbikes of organizations and individuals residing in the locality, except for three cases: Vehicles of confiscated origin, vehicles with auctioned license plates or vehicles with a cylinder capacity of 175 cm3 or more.
For communes with specific areas, based on the number of registered vehicles, nature of the area, and geographical distance, the director of the provincial and municipal police will agree with the Traffic Police Department to decide on organizing vehicle registration.
On March 26, the Traffic Police Department, Ministry of Public Security announced the conversion of the electronic information page providing public services, changing driving licenses.
Accordingly, from March 26, the Traffic Police Department officially operated a new public service information page at: https://dvc-gplx.csgt.bocongan.gov.vn.
From March 26 to March 31, when people access the driver's license renewal address https://dvc4.gplx.gov.vn, the system will automatically redirect them to the new access address: https://dvc-gplx.csgt.bocongan.gov.vn.
Currently, the functional unit under the Ministry of Public Security has increased its capacity to process documents per day from 3,000 records to 10,000 records for granting and changing driving licenses.
The Traffic Police Department recommends that people should issue and change driving licenses online. In order to reduce travel time and procedures are handled quickly.
