According to Lao Dong, many parking lots for illegal vehicles and seized vehicles in Hanoi are overloaded due to the increasing number of vehicles. In addition, the number of vehicles left in some lots is up to nearly 3,000 because no owners have come to claim them. Many vehicles have been left outside for too long, causing damage and making them unusable.
Faced with this situation, Dr. Khuong Kim Tao - Former Deputy Chief of Office of the National Traffic Safety Committee proposed that the authorities could implement the measure of auctioning all vehicles with violations that have exceeded the deadline.
"Seizing vehicles is a solution to enforce fine payment, however, in case violators do not come to pay the fine to get their vehicles back within the prescribed time, the authorities should consider auctioning all violating vehicles to avoid backlog" - Dr. Khuong Kim Tao shared.
The former Deputy Chief of Office of the National Traffic Safety Committee said that auctioning and liquidating these vehicles not only brings revenue to the state, but also helps the vehicles reach those who need them instead of leaving them unused, causing waste.
Sharing with Lao Dong, Mr. Nguyen Van Thon - Director of Ha Cau - Thang Long Company Limited (the unit managing and keeping the parking lot for violations and seized vehicles) said that auctioning or liquidating expired vehicles will help relieve pressure for businesses.
"Because there are too many vehicles still in the confiscated lots, and the limited parking space forces businesses to stack vehicles on top of each other. In addition, applying for licenses to rent new parking lots is still facing many difficulties, so a solution is needed soon to overcome this situation.
The liquidation and auction of vehicles will help the parking lot overcome some of the current difficulties, resolve the backlog of vehicles and make room for new seized vehicles..." - Mr. Thon shared.
The Director of Ha Cau - Thang Long Company Limited also informed that the unit is having to temporarily close the vehicle seizure sites and make a document requesting the quick liquidation of expired vehicles to reduce pressure, as well as avoid leaving them unused and causing waste.
Regarding this issue, a consultant from Vietnam Auction Joint Stock Company said that auctioning vehicles at such confiscated parking lots is possible.
"For overdue vehicles in the confiscated parking lot, they will be auctioned as lots depending on the request of the auctioned property owner. The auction can be carried out as usual and will not encounter any difficulties because the system has auctioned similar lots before" - a consultant from Vietnam Joint Stock Auction Company informed.
The expert also said that the auction process will be quick and smooth if it is carried out according to the correct procedure. However, in case the property owner has special requests, the auction company must consider the legality before carrying out.
