The Ministry of Public Security is sending the Ministry of Justice for review the draft (3rd time) of the Decree on administrative sanctions for violations of traffic order and safety (TTATGT) in the field of road traffic; deduction of points, restoration of driving license points (replacing Decree 100/2019/ND-CP regulating administrative violations of traffic violations).
Article 14 of the draft stipulates penalties and deduction of driving license points for drivers of motorbikes, mopeds, and similar motorbikes and similar motorbikes (motorbikes) who violate regulations on vehicle conditions when participating in traffic.
Accordingly, the authorities will impose a fine from 100,000 VND to 200,000 VND for one of the following violations:
Driving a vehicle without a horn; license plate light; brake light; or without a functioning rearview mirror on the driver's left side.
Driving a vehicle without signal lights or with lights that do not work.
Using a horn that does not meet technical standards for each type of vehicle.
Driving a vehicle without low or high beam lights or with lights that are ineffective or do not meet design standards.
Driving a vehicle without a braking system or one that is ineffective and does not meet technical standards.
Drive the vehicle with the lights facing towards the rear of the vehicle.
A fine of VND 2,000,000 to VND 3,000,000 shall be imposed for one of the following violations:
Driving a vehicle without a Vehicle Registration Certificate as prescribed (or a certified copy of the Vehicle Registration Certificate accompanied by a valid original receipt from a credit institution or foreign bank branch in case the vehicle is mortgaged at a credit institution or foreign bank branch) or using an expired or invalid Vehicle Registration Certificate (or a certified copy of the Vehicle Registration Certificate accompanied by a valid original receipt from a credit institution or foreign bank branch in case the vehicle is mortgaged at a credit institution or foreign bank branch).
Using a vehicle registration certificate (or a certified copy of the vehicle registration certificate accompanied by the original receipt of a credit institution or foreign bank branch in case the vehicle is mortgaged at a credit institution or foreign bank branch) that has been erased; using a vehicle registration certificate (or a certified copy of the vehicle registration certificate accompanied by the original receipt of a credit institution or foreign bank branch in case the vehicle is mortgaged at a credit institution or foreign bank branch) with an incorrect chassis number or engine number or not issued by a competent authority.
Driving a vehicle without a license plate (for vehicles that are required to have a license plate); attaching a license plate that does not match the vehicle registration certificate or attaching a license plate that is not issued by a competent authority.
Driving a vehicle without a complete license plate or with an incorrect license plate position; with an unclear license plate or number; with a bent or covered license plate that changes the letters, numbers, color, shape, or size of the license plate (including trailers and semi-trailers).
Driving a temporarily registered vehicle beyond the permitted scope and duration.
Driving a vehicle without a muffler or smoke reducer or one that does not meet environmental standards for emissions and noise.
Authorities will confiscate vehicles for violations of driving vehicles manufactured or assembled in violation of traffic regulations.
