Accordingly, the Ministry of Transport is drafting a Circular regulating training, testing, granting and revoking driving licenses; granting and using international driving licenses; testing and granting certificates of training in road traffic law. The Circular is expected to take effect from January 1, 2025.
According to the draft, the training form is prescribed as follows:
People who need to get a driver's license for classes A1, A and B1 can self-study the theory subjects, but must register at a licensed training facility to review and take the test.
People who need to be granted driving licenses of classes B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E and DE are trained:
For theoretical learning content, one of the following forms can be selected: Concentrated at the training facility; concentrated at the training facility combined with distance learning, self-study with guidance; distance learning, self-study with guidance. Particularly, practical subjects must be studied centrally at the training facility, including: Structure and common repair; fire prevention, fire fighting and rescue skills; driving techniques;
For driving practice content: In a concentrated form; Must take theory and practice tests at the training facility to be considered for a certificate of completion of the training course.
After 01 (one) year from the date the training facility organizes the examination and issuance of the first certificate of completion of the training course, if the trainee does not meet the requirements to be granted a certificate of completion of the training course, he/she must be retrained in a new course.
The draft also stipulates the management of the training facility's activities as follows:
Driving practice instructors must undergo professional training according to the prescribed professional training program for driving practice instructors.
Training capacity is determined based on the number of classrooms and driving practice grounds specified in Decree No. /2024/ND-CP dated month year 2024 of the Government regulating driver training and testing activities.
Training facilities must ensure that the number of students taking practical training for each driving license class does not exceed the capacity of the training facility to provide practice vehicles and instructors.
