The Ministry of Public Security has just sent the Ministry of Justice for review the draft (third time) of the Decree on administrative sanctions for violations of traffic order and safety (TTATGT) in the field of road traffic; deduction of points, restoration of driving license points.
Analyzing the new points of this draft compared to previous ones, Lawyer Nguyen Tinh, Deputy Head of Tinh Hoa Viet Lawyers Office, said: Clause 2, Article 18 of the draft stipulates a fine of 100,000 VND to 200,000 VND for one of the following violations:
Drivers of motorbikes, mopeds, vehicles similar to motorbikes and vehicles similar to motorbikes engaged in transport business do not carry a valid Certificate of compulsory civil liability insurance for motor vehicle owners.
Drivers of motorcycles, mopeds, vehicles similar to motorcycles and vehicles similar to mopeds do not have a valid Certificate of compulsory civil liability insurance for motor vehicle owners.
In addition, the draft also stipulates that drivers of motorbikes, mopeds, and other types of vehicles similar to motorbikes and other types of vehicles similar to mopeds for transport business do not carry the vehicle registration certificate (or a certified copy of the vehicle registration certificate accompanied by the original valid receipt from a credit institution or foreign bank branch in case the vehicle is mortgaged at a credit institution or foreign bank branch).
Thus, according to the new draft, motorbike insurance (civil liability insurance) continues to be regulated as compulsory insurance. Without this type of motorbike insurance, motorbike drivers or transport business people (motorbike taxis, technology motorbike taxis) can be fined up to 200,000 VND.
