Although the roadmap for motorbike emission inspection has not been applied, the authorities have issued regulations on related sanctions.
Point b, Clause 1, Article 32 of Decree No. 168/2024/ND-CP stipulates a fine of VND 200,000 to VND 300,000 for individuals and VND 400,000 to VND 600,000 for organizations that are owners of motorbikes and mopeds (motorbikes) that bring vehicles without an emission inspection certificate or have one that has expired or use a motorbike emission inspection certificate not issued by a competent authority.
Point a, Clause 4, Article 40 of Decree No. 168/2024/ND-CP stipulates a fine of VND 16,000,000 to VND 20,000,000 for inspection facilities that violate inspection and granting inspection certificates to motor vehicles and specialized motorbikes, and inspection of motorbike emissions not in accordance with regulations, standards, and technical regulations.
However, Decree No. 168/2024/ND-CP also stipulates that the above fines are only effective when applying the roadmap for motorbike emission inspection.
Thus, in April, the authorities will submit a roadmap for applying the emission inspection of motorbikes in circulation. After issuing the roadmap, the sanctions will take legal effect. Accordingly, drivers can be fined up to VND300,000 if they drive a motorbike without a motorbike emission inspection. The inspection facility that issues a motorbike emission inspection certificate in violation of regulations will be fined up to VND 20,000,000.
