Circular No. 14/2025/TT-BXD of the Ministry of Construction regulates driver training; fostering, testing, and granting certificates of training in road traffic law. The new Circular takes effect from September 1, 2025.
Article 14 of Circular 14 stipulates the documents of driving learners as follows:
First-time driving learners prepare a set of documents and submit them to the training institution in one of the following forms: directly, by post, in the electronic environment. The dossier includes:
Apply to learn to drive according to the form prescribed in this Circular.
Certified copy or electronic copy of the original or electronic copy issued from the original book of one of the following documents: temporary residence card, permanent residence card, diplomatic identity card, official identity card (for foreigners).
Students learning to drive upgrades must prepare a set of documents and submit them to the training institution in one of the following forms: directly, by post, in the electronic environment. The dossier includes the following documents as prescribed for first-time driving learners and the following documents:
A copy of the basic high school diploma or equivalent or higher in the case of upgrading the driver's license to classes D1, D2 and D (show a copy with the original for comparison or a certified copy or an electronic copy certified from the original or an electronic copy from the original book).
Declaration of safe driving time according to the form prescribed in this Circular.
This Circular also requires learners to drive in Article 13 as follows:
As a Vietnamese citizen, foreigners are allowed to reside or work or study in Vietnam.
learners to drive to upgrade their driving license must comply with the provisions of the Law on Road Traffic Order and Safety; in which, the safe driving time for each driving license class is specifically regulated as follows:
Grade B up to C1, B up to C, B up to D1, B up to BE, C1 up to C, C1 up to D1, C1 up to D2, C1 up to C1, C up to D2, D1 up to D2, D1 up to D, D1 up to D1E, D2 up to D, D2 up to D2E, D2 up to DE: safe driving time from 02 years or more.
Grade B to D2, C to CE, C to D: safe driving time from 03 years or more.
People who have a Class B driving license and automatically change the driving license are allowed to register to study to reissue a Class B driving license and change the mechanical number ( floor number), people who have a Class B driving license are allowed to register to study to reissue a Class C1 driving license as prescribed in Article 6 of this Circular; the application for a driver's apprentice is implemented according to the provisions of Clause 1, Article 14 of this Circular.
Class D driving license granted to drivers of passenger cars (including buses) with more than 29 seats (excluding the driver's seat); sleeper cars; passenger cars specified for class D driving licenses with a total design weight of up to 750 kg; vehicles specified for driving licenses of classes B, C1, C, D1, D2;
Class D1 driving license is granted to drivers of passenger cars with more than 08 seats (excluding the driver's seat) to 16 seats (excluding the driver's seat); types of passenger cars specified for class D1 driving licenses with full weight according to design up to 750 kg; types of vehicles specified for class B, C1, C driving licenses.
The D2 driving license is granted to drivers of passenger cars (including buses) with more than 16 seats (excluding the driver's seat) to 29 seats (excluding the driver's seat); passenger cars specified for the D2 driving license to pull a trailer with a total weight according to the design of up to 750 kg; vehicles specified for the driving license of classes B, C1, C, D1.
