The Ministry of Transport has just issued a plan to implement nine solutions to reduce greenhouse gas emissions in the transport sector to meet Vietnam's emission reduction target.
Among the solutions to reduce greenhouse gas emissions, there are measures to use electric motorbikes and electric cars.
Goals and roadmap to 2030: Electric cars reach a usage rate of 30%; electric motorbikes account for 22% of total motorbikes in use.
To achieve this goal, the Ministry of Transport has proposed the following implementation plan:
Continue to review, propose amendments and supplements to QCVNs related to electric cars, motorbikes and electric scooters.
Develop and promulgate QCVN to replace QCVN 09:2015/BGTVT on technical safety quality and environmental protection for automobiles, including updating regulations related to electric cars.
Develop and issue Circulars regulating the classification of road vehicles; identification signs for motor vehicles using clean energy, green energy, and environmental friendliness.
Research and review the life span of electric passenger and cargo vehicles; propose more favorable regulations for electric vehicles if they meet technical safety and environmental protection requirements.
Implement the Circular of the Minister of Transport promulgating the National Technical Regulation on road rest stops, which includes regulations on the number of locations for installing electric charging posts and power supply infrastructure in rest stops to develop electric charging infrastructure to meet the needs of people and businesses.
The minimum number of parking spaces that can accommodate electric cars for charging accounts for 10% of the total parking spaces of the Rest Stop.
Research and develop a network of electric charging station infrastructure on national highways and expressways in the "Road traffic infrastructure planning for the 2021-2030 period, with a vision to 2050".
Research and develop a national electric vehicle conversion plan.
Research and propose mechanisms for exchanging, offsetting quotas and exchanging carbon credits from projects converting from fossil fuel vehicles to electric vehicles.
Develop procedures and inspection of emissions from motorbikes and scooters.
The Ministry of Transport assigned the Vietnam Register, the Vietnam Road Administration, and the Vietnam Expressway Administration to take the lead in implementing this solution from the state budget and other legal sources.
