On November 28, a representative of the Department of Natural Resources and Environment of Cao Bang province informed that Cao Bang city had reported the results of the inspection of two new construction projects of Cao Bang Traditional Medicine Hospital and Dong Tam sand mine causing dust.
According to report No. 730/BC-UBND of Cao Bang City People's Committee, the project to build a new Cao Bang Provincial Traditional Medicine Hospital was implemented from June 2024, the project investor is the Cao Bang Provincial Investment and Construction Project Management Board with the current status of land leveling activities.
However, many households have not yet handed over the site in time, affecting the construction progress of the project.
At the meeting (on October 18), the project investor commented that the unit had arranged a car wash location twice a day, regularly sprayed water to clean the project's travel route, and committed to dumping waste in the right location.
The domestic wastewater item has not been implemented according to the Environmental Impact Assessment (EIA) approved by the Provincial People's Committee, the reason is that the construction site is being leveled, the camp has not been built yet but only rented houses for drivers, machine operators and used the family's water before.
The report also shows that the transportation route to the landfill has many trucks dumping waste from other units. The transportation process does not water and wash the road, causing pollution and sinking, making travel difficult.
The project to exploit and process sand and gravel for construction materials was granted environmental license No. 416/GPMT-UBND on April 5, 2024 by the People's Committee of Cao Bang province and will come into operation in July 2024, invested by Vietnam Natural Stone and Minerals Company Limited.
This sand mine is operating and has environmental protection works according to approved licenses, but no violations in environmental protection have been found.
To find the best solution, the City People's Committee has requested investors to comply with approved environmental permits and EIA.
