According to the People's Committee of Thanh Hoa province, the unit has just issued a document directing the Department of Labor, War Invalids and Social Affairs, districts, towns and cities to strengthen the implementation of recovering unlicensed bonuses under preferential regimes for people with revolutionary contributions.

According to the report of the People's Committees of districts, towns and cities, as of December 31, 2024, the total number of beneficiaries of preferential allowances for people with revolutionary contributions according to the conclusions of inspection, examination, settlement of denunciations, recommendations and reflections is 2,116 subjects, with a total amount to be recovered of more than 258 billion VND; the total amount recovered to pay to the State budget is more than 1.1 billion VND, the amount to be recovered is more than 257 billion VND.
The functional agencies of Thanh Hoa province have issued many documents to direct and urge, local officials have visited each household to propagate and encourage the subjects to return the wrong amount of benefits, however, the results of the recovery of the wrong benefits have reached a very low rate compared to the amount to be recovered.
The Chairman of Thanh Hoa Provincial People's Committee requested the Department of Labor - Invalids and Social Affairs, People's Committees of districts, towns and cities to quickly develop a plan, implement solutions and measures to completely withdraw.
It is very difficult to recover
As reported by Lao Dong Newspaper, on May 6, 2022, the Inspectorate of the Ministry of Labor, War Invalids and Social Affairs (MOLISA) issued Inspection Conclusion No. 96/KL-TTr on the inspection of the implementation of preferential policies for people with revolutionary contributions and the management and use of funds to implement preferential policies for people with revolutionary contributions under the accounting age from 2019 - 2021 in Thanh Hoa province.
After the above conclusion, the People's Committee of Thanh Hoa province requested relevant departments, branches, units and district-level People's Committees to base on their functions and tasks to seriously implement the recommendations stated in the conclusion, promptly overcome the limitations and shortcomings.

Along with that, request the People's Committees at the district level to, based on the decisions to suspend and recover subsidies issued by the Department of Labor, Invalids and Social Affairs of Thanh Hoa, to completely recover the wrongly spent subsidies for the subjects and pay them back to the State budget.
Also according to the actual investigation of Lao Dong Newspaper, after the conclusion of the Inspectorate of the Ministry of Labor, Invalids and Social Affairs, many cases subject to suspension and recovery of subsidies are in very difficult circumstances, while the large amount of money collected has left them unable to pay back.
A typical example is the case of Ms. Mach Thi Thiet (in Cong Liem commune, Nong Cong district), who was suspended and had more than 100 million VND in Chemical Toxics benefits collected. However, Ms. Thiet's family is the poorest household in Cong Liem commune, she herself has mental health problems, her eldest child is paralyzed, and the three of them live in a dilapidated level 4 house. Therefore, it is impossible to refund the amount of money received.
Explaining why the amount of money spent incorrectly is very large, but the amount recovered is very small, the representative of the Department of Labor, Invalids and Social Affairs of Thanh Hoa province said that most of the subjects subject to collection are in difficult circumstances, poor households, near-poor households, ethnic minority households, sick families, many people are now old and weak, past working age, some subjects indirectly have no jobs or do have them but are unstable...
Also according to the representative of the Department of Labor, Invalids and Social Affairs of Thanh Hoa province, regarding the responsibility for violations over time, up to now, a review has been organized and lessons have been drawn on all collectives and individuals related to the above issue.
