Can Tho Department of Finance informed that currently, the City Department of Health is reviewing and completing the proposal for adjusting the project investment policy according to the comments of relevant departments and branches to submit to the City's Council for appraisal of investment policies using State budget capital to report to competent authorities for consideration and decision.
Regarding difficulties and obstacles in applying for projects to restart projects related to documents, procedures, and content adjustments to projects using ODA capital and foreign preferential loans, up to now, the Decree guiding the management and use of official development assistance (ODA) capital and preferential loans of foreign donors has not been issued by the Government. Therefore, when competent authorities issue guiding regulations, specialized departments and branches will advise the City People's Committee according to regulations.

Particularly for the content of the proposal arranged from the central budget for the remaining ODA capital of the project that has not been disbursed, over the past time, the city has issued a written proposal to the ministry and central branch to report to the Prime Minister to propose to support the central budget capital to continue implementing the urgent implementation of investment project on construction of Can Tho City Oncology Hospital (500 beds).
When considered and approved by competent authorities, it will strive to complete the procedures in the second quarter of 2025.
Previously, Lao Dong newspaper published a series of articles on the consequences of the abandoned thousand-billion-dong oncology hospital project, reflecting the burden of the people of the Mekong Delta when treating diseases at old, degraded facilities, especially radiotherapy machines that have been damaged for many days, while the new hospital is under construction.
Difficulties in the investment process of building the Can Tho City Oncology Hospital project not only cause loss and waste of capital and human resources, but also raise concerns in the community, requiring timely solutions to restart the project soon.
