On August 19, according to the Inspector of the Ho Chi Minh City Department of Health , on August 16, 2024, Emergency Center 115 received a call from a person claiming to be "Mr. Thanh of Changwon facility" at address 22, 3/2 Street, Ward 12, District 10 requested emergency treatment for a TMD patient (female, born in 1974) who suddenly had difficulty breathing and drowsiness after eyelid surgery and abdominal scar removal surgery.
The patient was treated on the spot by doctors and nurses. Emergency Center 115 doctors requested that the patient be hospitalized for continued monitoring, but the patient firmly disagreed.
On August 17, 2024, the Department of Health Inspectorate coordinated with the City Police, District 10 Police and local authorities to inspect this facility at the above address. Unexpectedly, this facility repeatedly activated the fire alarm system even though there were no incidents of fire or explosion, followed by the phenomenon of employees escaping when the fire alarm sounded.
Conducting on-site inspections, most rooms have the names "Changwon and Changwon International Clinic" listed. On the ground floor of the reception counter, the inspection team discovered a carpentry, a signature with the name of doctor THH, a carpentry "Aesthetics Clinic", a carpentry "Thai Son Aesthetics Clinic", a carpentry "Cosmetology Institute". CHANGWON International".
It was noted that an NTP customer (female, 42 years old) is having a rhinoplasty surgery performed by a male doctor (after injecting anesthetic) for 11 million VND. According to the patient's explanation, when the cartilage was first inserted into the wing of the nose after injecting anesthetic, the male doctor told her to run if there was a fire alarm, and said the staff would take her downstairs. When she got down, she met the inspection team.
Ms. TTT - the facility manager - said that the person who performed rhinoplasty on the patient at the time of the inspection was "Dr. Phu" who left, and the person who performed eyelid surgery and removed abdominal scars on the patient. TMD patient is "Doctor Thanh".
This illegal practice is a building with 1 basement, 1 ground floor and 6 floors. The inspection team noted that this facility carried out illegal advertising right at the facility, on the website https://thammychangwon.vn and Facebook page.
This "Aesthetics Clinic" belongs to the business household of Thai Son Aesthetics Clinic, with Dr. THH in charge of technical expertise, and is submitting an application to the Department of Health for an operating license.
Currently, the Department of Health continues to coordinate with the City Police to verify and clarify violations of the law, and consider not granting an operating license to the Cosmetic Clinic under the Business Household. Thai Son Cosmetic Clinic and requested "Doctor Thanh" (Mr. Tran Le Cong Thanh) and "Doctor Phu" (Mr. Huynh Dai Phu) to go to the Ho Chi Minh City Department of Health Inspectorate to continue working.
