The Ministry of Health said it received an official dispatch from the Petition and Supervision Committee on the proposal to respond to voters' petitions sent after the 9th session of the 15th National Assembly, including voters of Lao Cai province.
Accordingly, voters reflected that the current on-duty allowance regime for health workers is implemented according to Decision No. 73/2011/QD-TTg dated December 28, 2011 of the Prime Minister on regulating a number of special allowance regimes for civil servants, public employees, and workers in public health facilities and the anti-epidemic allowance regime is very low, no longer suitable for actual conditions.
Specifically, the allowance for on-duty at commune health stations is 18,750 VND/day (permanent on-duty days), 40,000 VND (on Saturdays and Sundays).
Voters proposed to study and consider issuing a document to replace Decision No. 73/2011/QD-TTg dated December 28, 2011 in the direction of increasing the on-duty allowance for medical staff to suit current actual conditions.
Previously, also on this issue, the Ministry of Health received an official dispatch from the Government Office on the proposal to coordinate in responding to voters' petitions sent after the 9th session of the 15th National Assembly, in which voters of Thanh Hoa province made a recommendation: Propose that the Government direct relevant sectors to study increasing regular spending for health stations and increasing on-duty allowances for health station staff.
Responding to voters, Minister of Health Dao Hong Lan said that, implementing Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the work of protecting, caring for and improving people's health; at the same time, implementing Decision No. 150/QD-TTg dated January 16, 2025 of the Prime Minister promulgating the Work Program for 2025, the Ministry of Health is completing the draft Decree regulating a number of special allowance regimes for civil servants, public employees, workers and armed forces in public health facilities.
This Decree also stipulates the anti-epidemic allowance regime, the support regime for health workers in villages, residential groups and midwives in villages and hamlets, expected to be submitted to the Government in the fourth quarter of 2025.
According to Minister Dao Hong Lan, in the draft, the Ministry of Health has proposed to adjust the allowances for on-duty, surgical, procedures, anti-epidemic allowances and food allowance support levels in the direction of inheriting Decision No. 73/2011/QD-TTg but updated on the basis of the new basic salary.
The Ministry of Health has calculated according to the corresponding adjustment level, ensuring compliance with reality and contributing to motivating and encouraging grassroots health workers to work with peace of mind.
