According to Lao Dong reporters, fake discharge and admission papers from a series of major hospitals in Hanoi such as Bach Mai Hospital, Xanh Pon General Hospital, E Hospital... are being bought and sold on social networks. Most people who want to buy this type of paper cite objective reasons, not that they themselves want this.
Ms. Hoang Thi Quyen (name requested to be changed) easily obtained a discharge paper with the diagnosis: Gastric bleeding. Time of admission: 10:00 p.m. on September 6, 2024, time of discharge: 4:30 p.m. on September 13, 2024. Treatment methods include: Stool test, endoscopy with anesthesia and treatment according to the protocol. The discharge paper has the red seal of the hospital and the signature of a specialist 1 and the leader of Bach Mai Hospital. The price of this discharge paper is 280,000 VND excluding delivery fee.
It is worth mentioning that in an interview with Lao Dong Newspaper, a representative of Bach Mai Hospital confirmed that all information about hospitalization, treatment and specialist doctors appearing on the above discharge papers are fake.
To understand how hospital discharge papers are bought and sold, a reporter from Lao Dong Newspaper took on the role of a customer who wanted to buy this type of paper. Contacting a Facebook Fanpage with thousands of members, the reporter got the seller's phone number. This person used the nickname "Health Examination Paper" to chat with the reporter. The other party asked us to contact via Zalo to get a quote and send a photo of the sample paper.
Accordingly, for the hospital discharge papers - that is, for inpatients, this person quoted 270,000 VND/paper including shipping fee; at the same time, he revealed to the reporter that many customers have bought another type of paper called "Certificate of leave from work to receive social insurance" - for outpatients. The price of this type of paper is 300,000 VND/paper excluding shipping fee. Customers need to provide information such as: Full name, health insurance/social insurance card number; work unit. For the diagnosis and treatment method, if the customer does not have any request, the seller will keep the form as it is.
Tighten document checks
Talking to the reporter of Lao Dong Newspaper, Ms. Duong Thi Minh Chau - Head of the Communication and Subject Development Division (Hanoi Social Insurance) said: When receiving the documents, if it is discovered that the documents and certificates do not match the information from the facilities, the unit will not pay, and at the same time send the information to the relevant authorities for investigation and clarification.
According to Ms. Chau, the Hanoi Social Insurance has posted a public warning on the unit's electronic information portal and notified medical facilities, agencies and units to tighten the inspection of documents on resignation to receive benefits, to avoid social insurance fraud.
From a legal perspective, lawyer Bui Xuan Lai - Hanoi Bar Association - stated: The act of profiteering in participating in insurance, insurance compensation, and paying insurance money is an act of intentionally deceiving and cheating the insurance organization for the purpose of illegal profit. People who sell fake sick leave certificates for social insurance benefits or fake hospital discharge papers will be prosecuted for the crime of forging seals and documents of agencies and organizations; the crime of using fake seals or documents of agencies and organizations in Article 341 of the 2015 Penal Code, as amended by Clause 126, Article 1 of the Law amending the 2017 Penal Code. At the same time, people who buy fake papers to pay for sick leave benefits will also be prosecuted for social insurance fraud in Article 214 of the 2015 Penal Code.
In fact, in recent times, the authorities have continuously investigated and prosecuted many groups of subjects related to the forgery of leave certificates to receive social insurance. Most recently, on September 26, 2024, the Go Dau District Police (Tay Ninh Province) informed that the unit is completing the investigation conclusion of the case of Forging documents of agencies and organizations; Using forged documents of agencies and organizations according to Article 341 of the Penal Code.
Go Dau District Police have initiated a case and prosecuted 5 defendants, all residing in Tay Ninh Province, including: Nguyen Hoa Han, Bui Thi Bich Trang (Han's wife - 37 years old, residing in Trang Bang town), Huynh Khai An (25 years old, residing in Chau Thanh district), Le Thi To Quyen (26 years old, residing in Go Dau district) and Pham Thi Hanh (33 years old, residing in Duong Minh Chau district) related to the act of forging a certificate of leave from work to receive social insurance.
