Medical Center asks for lessons learned due to billions of dollars in wrong revenue and expenditure

Dak Lak - Cu M'gar District Medical Center would like to deeply review and learn from experience for incorrectly collecting and spending more than 1.6 billion VND in preferential allowances.

On October 5, a source from Lao Dong Newspaper confirmed that Cu M'gar District Health Center sent a document to the Dak Lak Provincial Department of Health regarding the content of the collection and incorrect payment of vocational preferential allowances according to Decree (No. 05/2023/ND-CP) of the Government for staff managed by the unit.

Accordingly, after an internal meeting with the Board of Directors and relevant people, the Cu M'gar District Medical Center collective proposed to review and gain profound experience.

For those who have received money (but are not eligible for preferential treatment), if their circumstances are difficult and they cannot collect the money immediately, the District Health Center will consider and flexibly allow them to pay in installments.

"The recent report sent to the Department of Health by the Cu M'gar District Health Center clearly stated that the unit as a whole took responsibility and asked for profound lessons. No individual in the unit took responsibility for the violations. The Department of Health's functional agencies will continue to handle this issue," said a source from Lao Dong Newspaper.

Previously, Lao Dong Newspaper published an article "District Health Center slow to collect billions due to incorrect revenue and expenditure".

The article reflects that on July 12, 2023, Cu M'gar District Health Center organized an extraordinary 2023 staff conference.

This conference approved the content on support for officials and civil servants participating in epidemic prevention but not enjoying job incentives according to Decree (No. 05/2023/ND-CP) of the Government.

It is worth mentioning that the funding source for those who are not eligible will be taken from 10% of the amount of money that officials and civil servants receive preferential allowances according to Decree No. 05.

The allocation of support money will be carried out as follows: Board of Directors (receiving 90% preferential allowance), other officers and employees will receive equal support.

Regarding this incident, the officials and employees of the departments/offices and the Health Station, after receiving the preferential allowances according to Decree No. 05, returned them to the Executive Committee of the Trade Union of the Cu M'gar District Health Center. The total amount of money that the officials and employees returned was more than 1.6 billion VND.

From the collected amount, the unit has spent more than 1.5 billion VND to support civil servants and employees who are not entitled to preferential allowances according to Decree No. 05.

Afterwards, Dak Lak Department of Health established an inspection team, discovered the violation and requested Cu M'gar District Health Center to thoroughly handle the collection and incorrect payment of vocational incentive allowances.
