On May 13, 2025, the Government issued Decree 102/2025/ND-CP regulating the management of medical data. This Decree takes effect from July 1, 2025.
According to Article 10, Clause 5 of Decree 102/2025/ND-CP, medical data related to disease prevention, examination, treatment, health care and other information will be used to deploy electronic health books.
Legal medical facilities in Vietnam are responsible for:
- Connecting and sharing medical data with electronic health books, creating connections between medical facilities and the electronic health book system integrated on the national identification application.
- Vietnamese citizens or foreigners who have been granted an electronic identification account can use an electronic health book to replace related documents throughout the process of disease prevention, treatment, and health care.
Article 10 of Decree 102/2025/ND-CP also stipulates the subjects of exploitation and use of medical data, including:
- Party, State agencies, the Vietnam Fatherland Front Committee and socio-political organizations have the right to exploit medical data in accordance with the functions and tasks of those agencies and organizations.
- Organizations and individuals not belonging to the above agencies and organizations are entitled to: Exploit and use open data on health without the consent of individuals; Exploit and use personal data with the consent of the management unit and individuals who are data subjects; Exploit and use other data with the consent of the management unit and related individuals.
Regarding the medical database and the Electronic Health Book, Clause 2, Clause 3, Article 3 of Decree 102/2025/ND-CP explains: A medical database is a collection of arranged and organized medical data for access, exploitation, sharing, management and updating. An electronic health book is an information technology application or software to update, display, look up, and store information summarizing the process of disease prevention, examination, treatment and health care of individuals.
The implementation of electronic health books will bring great benefits to people such as reducing administrative procedures, reducing waiting time, congestion when going to the doctor, saving travel costs and being able to check their own medical examination and treatment history.
At the same time, it reduces data entry time for medical staff, increases accuracy, and prevents the use of other people's health insurance cards.
