On October 18, the Dak Lak Provincial People's Committee announced that the total development investment capital plan from the central and local sources for national target programs in 2025 in the province after the arrangement, reached more than 1,339 billion VND.
Of which, the capital allocated at the beginning of the year was more than 1,139 billion VND, the additional capital for the year was about 200 billion VND.
By early October 2025, the total disbursement had only reached about 633 billion VND, equivalent to 47.3% of the plan. Specifically, the central budget capital reached 39.2%, the provincial budget capital reached 73.8%.
Of which, the socio-economic development program for ethnic minority and mountainous areas disbursed 29.2%, the sustainable poverty reduction program reached 26%, and the new rural construction program reached 80.1%.
A Chairman of the People's Committee of a commune in Dak Lak province said that the disbursement of capital from national target programs is facing many difficulties due to thin personnel, full-time staff with many jobs, while the completion time in 2025 is not much. This makes cadres hesitant and lack of determination in performing their tasks.
Many commune-level cadres still lack understanding of the content of the programs, and have to refer to the methods from other localities. Meanwhile, the leaders of the units are waiting and lacking proactiveness, causing the disbursement progress to increasingly stagnate.
According to the Department of Finance of Dak Lak province, the direction of Party committees and authorities in some localities is still lacking in determination, the responsibility of leaders is not high, especially in implementing the sustainable poverty reduction program and annual review of poor and near-poor households.
Statistics and reviews in some places are not close to reality, affecting the leadership and management of socio-economic development.
In addition, the propaganda work on national target programs is still monotonous, lacking diversity, and not suitable for each target group.
Many localities have not paid due attention to propaganda and mobilizing people, leading to a part of poor households not clearly understanding policies and guidelines, lacking the will to rise up.
Notably, according to the Department of Finance, there is still a situation where a part of the people and grassroots authorities do not want to escape poverty to continue to enjoy support policies.
In addition, the coordination between agencies, units and localities in implementing the program is still loose, lacking linkage, greatly affecting implementation efficiency.
