Da Nang City sets a goal to create a breakthrough in socio-economic development, ensuring national defense and security in ethnic minority (DTTS) areas, mountainous areas, border areas, and islands in the 2026-2030 period. The action program just issued by the City Party Committee has identified this as a strategic task, contributing to narrowing the development gap, improving people's lives and building sustainable border and mountainous areas.
According to the program, the city will effectively mobilize resources to promote the potential and advantages of ethnic minority areas, mountainous areas, border areas, and islands; focus on investing in infrastructure to serve production, living, health, education, culture and improve the quality of human resources. People are identified as the center, subject and driving force of the development process.
By 2030, the city strives to reduce the poverty rate to below 14%, forest cover to reach 65%; have 25 communes meeting new rural standards; 100% of villages have roads for cars to be solidified and have community houses. In particular, 100% of ethnic minorities participate in health insurance, 100% of households use hygienic domestic water and grid electricity; all villages and hamlets are covered by mobile wave and broadband internet connection.
One of the key tasks is to develop agricultural and forestry production according to the value chain, associated with adapting to climate change and sustainable poverty reduction. The city will form concentrated production areas, develop medicinal plants, large timber trees, forest economy, garden economy, and at the same time promote the application of science and technology, digital transformation in production and product consumption. Ecotourism, community tourism and local cultural experiences are also identified as important development directions to create jobs and increase income for people.
In addition, the city focuses on investing in education, health, preserving traditional culture, improving the quality of human resources and promoting digital transformation. Policies to support livelihoods, housing, vocational training, health care, and digital infrastructure development will be implemented synchronously to improve the quality of life of people in ethnic minority, mountainous, border and island areas.
The program also aims to build a strong grassroots political system, maintain national defense and security, strengthen the great national unity bloc and promote the role of prestigious people in the community. Thereby creating a foundation for ethnic minority areas, mountainous areas, border areas, and islands to develop comprehensively and sustainably in the new period.
