On May 8, An Giang Provincial People's Committee held a conference to summarize 8 months of implementing the Project to build Phu Quoc special zone into a "Model unit for security and order (ANTT) and urban civilization". Senior Lieutenant General Pham The Tung - Member of the Party Central Committee, Deputy Minister of Public Security attended and delivered directing speeches. The conference was chaired by Mr. Ho Van Mung - Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of An Giang Provincial People's Committee.
According to Major General Nguyen Van Han - Director of An Giang Provincial Police, after 8 months of drastic implementation, the project has created high consensus among officials, party members and people in Phu Quoc special zone. The awareness and responsibility of Party committees, authorities, departments and functional forces in building Phu Quoc into a model locality for ANTT and urban civilization have been clearly improved. To date, the locality has completed 64/78 key criteria according to the plan, reaching 82.05%. Many tasks have achieved positive results, especially in ensuring ANTT, absolutely protecting the safety of important political and cultural events, holidays, Tet and high-level leadership delegations working in the locality.
Functional forces also proactively and effectively handle emerging cases, not to be passive or surprised; and at the same time focus on accelerating the progress of works and projects serving APEC 2027 High-Level Week.
The locality has resolved 161/172 cases of disputes and conflicts among the people; mobilized 934 cases to hand over encroached land to serve projects and works. The situation of social order crime has been reduced by 7.44% compared to the immediately preceding period. The police have investigated and solved 113/121 criminal cases, reaching 93.38%; especially serious and especially serious cases achieved a solvency rate of 96.55%. The implementation of Project 06 of the Government in Phu Quoc special zone also achieved many positive results when completing 11/11 targets assigned by the Ministry of Public Security; 51/51 neighborhoods completed population management diagrams of the area police.
In parallel with the task of ensuring social order and safety, the locality has built 9 new models, including 3 "Skillful Mass Mobilization" models; promoted propaganda and legal education in many diverse forms. The work of embellishing and building urban civilization has gradually changed positively, contributing to raising people's awareness in maintaining urban beauty and order and building a cultural lifestyle.
The conference also acknowledged some shortcomings such as slow progress in handling illegal land encroachment; the management of foreigners and tourists is sometimes not strict; traffic safety and order still have potential complexities. Some implementation criteria are still clumsy due to timely guidance; information technology infrastructure, school development land fund and teaching equipment do not meet requirements.
Speaking to direct at the conference, Senior Lieutenant General Pham The Tung highly appreciated the results achieved by An Giang province in implementing the project. The Deputy Minister emphasized that the Central Government orients Phu Quoc to become an "international ecological, resort, financial and creative center", and the hosting of APEC High-Level Week 2027 is an important opportunity to promote Vietnam's image and create strong development momentum for the locality.
According to the Deputy Minister of Public Security, the implementation of the project is one of the important conditions to ensure the progress of projects serving APEC 2027.
Therefore, the province needs to continue to review the criteria that have not been met or are at risk of being delayed to remove difficulties, clearly identify bottlenecks and have a specific implementation roadmap. The Deputy Minister also proposed to continue to pay attention to ensuring social order and safety, building the Phu Quoc Special Zone Police force to meet task requirements in the new situation; and at the same time strengthen inspection and guidance to promptly rectify limitations arising in the project implementation process.
Concluding the conference, Chairman of An Giang Provincial People's Committee Ho Van Mung requested departments, branches and members of the Steering Committee to continue to maintain the achieved criteria, focus on accelerating the progress of the slow criteria, and be determined to complete the project on schedule.
