Over the past time, localities in Lao Cai have synchronously implemented many solutions to build communes and wards without drugs. Thanks to flexible and practical approaches, many places have achieved positive results, contributing to maintaining security and order.
Bright spot Khao Mang
Khao Mang commune, about 200km from the provincial center, has a wide, divided terrain, difficult transportation, and unevenly distributed population. With 94% of the population being ethnic minorities, the lives and education level are still limited, posing a potential risk of drug addiction.
In mid-April, on roads and villages in Khao Mang, propaganda panels, slogans and loudspeakers continuously broadcast content on drug prevention and control. The police force coordinated with mass organizations to strengthen direct propaganda, list hotlines, and patrol and control according to time frames, according to VNA.

Major Sung A Chinh, Head of the commune police, said that functional forces have installed nearly 80 billboards at 69 locations, and promoted propaganda on community groups. Thanks to the involvement of the government and people, the work of building a drug-free commune has become regular, without letting subjects escape.
Many successful detoxification cases have contributed to spreading the effectiveness of the model. Mr. Sung A Ky used to be addicted to drugs for more than 10 years, causing difficulties for his family. After 2 detoxification sessions, he quit drugs and stabilized his life. Similarly, Mr. Giang Say Chu, who used to be addicted for more than 30 years, has now rebuilt his life thanks to personal determination and the support of the government.
In Thai village, Mr. Ly A Tinh, who has been addicted since 2009, has successfully detoxified thanks to the methadone program since 2015. Currently, he is negative for drugs, becoming the breadwinner of the family, raising 2 children to study at university.
Khao Mang commune has 13 villages with nearly 9,390 people. To date, 5/13 villages meet the drug-free criteria. The commune has 9 people undergoing methadone treatment, 7 post-rehabilitation managers, 3 cases suspected of illegal drug use; all are monitored, tested periodically and have negative results.
Mr. Pham Van Quynh, Secretary of the Party Committee, Chairman of the Commune People's Council, said that the locality has identified building a drug-free commune as a key task, associated with socio-economic development and ensuring security. The commune mobilizes the entire political system to participate according to the motto "clear people, clear tasks, clear responsibilities", in which the Police play a core role.
Propaganda work has been innovated, associated with the specific consequences of drugs for each family. The models of "drug-free villages", "families without lawbreakers" are maintained effectively. Up to now, Khao Mang has not had any drug hotspots, and security and order are basically stable.
Towards 100% of communes and wards without drugs
Lao Cai province has nearly 7,000 people related to drugs, equivalent to about 4 people/1,000 people, higher than the national average. This poses an urgent requirement for drug control and prevention and control.
On February 12, 2026, Lao Cai Provincial Party Committee issued Resolution No. 51-NQ/TU to strengthen leadership in building communes and wards without drugs. The province requests localities to properly assess the current situation, identify key routes, areas, and targets, especially cross-border activities, taking advantage of cyberspace.

With synchronous solutions, Lao Cai sets a goal that by 2026, 100% of communes and wards will be drug-free, towards a safe and healthy social environment.
