Implementing Decision No. 539/QD-TTg dated June 19, 2024 of the Prime Minister, the People's Committee of Ninh Binh province has issued a Plan to implement the Emulation Movement of Joining Hands to Eliminate Temporary and Dilapidated Houses in Ninh Binh province with specific criteria and solutions, as a basis for directing all levels and sectors to organize the implementation in a synchronous and effective manner.
At the same time, Ninh Binh province has also established a Steering Committee at all levels to focus on directing the implementation of closely following the regulations on policies to support the construction and repair of houses for poor households in the province in the period of 2023-2025, approved by the Provincial People's Council in Resolution No. 43/2023/NQ-HDND dated March 10, 2023 and Resolution No. 31/2024/NQ-HDND dated December 4, 2024. In addition, the People's Committee of Ninh Binh province has submitted to the Provincial People's Council to issue a Resolution on transferring the 5% savings fund for regular expenditures of the provincial budget in 2024 to support localities in eliminating temporary and dilapidated houses with an amount of over 20.5 billion VND.
With the motto "leaving no one behind", the policies issued by Ninh Binh province have always received the support and assistance of the people. Therefore, Ninh Binh is one of the first provinces to issue and implement a thematic Resolution on supporting the construction and repair of houses for poor households.
In addition to supporting poor households to build new and repair houses with support for new construction of VND 100 million/house and repair of VND 50 million/house, Resolution No. 43/2023/NQ-HDND dated March 10, 2023 and Resolution No. 31/2024/NQ-HDND dated December 4, 2024 of the Ninh Binh Provincial People's Council are implemented. The People's Council Resolution also adds 3 groups of beneficiaries (including: near-poor households, households with meritorious services to the revolution, households in especially difficult circumstances) to be supported to build and repair houses with a new construction support level of 80 million VND/house and a repair level of 40 million VND/house.
Mr. Mai Van Tuat - Standing Deputy Secretary - Chairman of Ninh Binh Provincial People's Council - said that in recent years, Ninh Binh province has always paid attention to and focused on closely directing the elimination of temporary and dilapidated houses in the province. The newly built houses have promptly encouraged and motivated families in difficult circumstances to stabilize their lives.
In 2023 and 2024, the province supported 917 households to build new and repair houses with a total amount of over 78.3 billion VND. In 2025, through a survey of the whole province, Ninh Binh has more than 1,500 households in need of housing support, of which more than 830 households have newly built houses, more than 660 households have repaired houses, (including over 550 near-poor households, over 530 households in especially difficult circumstances and nearly 410 households with members who have contributed to the revolution).
By the end of May 2025, the program to eliminate temporary and dilapidated houses for poor households and households in difficult circumstances in Ninh Binh province has reached the final stage with 100% of households receiving support having started construction and 80.87% of households having completed it. The total budget mobilized to support households reached 140 billion VND. Of which, the central budget is over 3.7 billion VND; the provincial budget is over 110 billion VND; the local budget is over 1.7 billion VND and other legally mobilized capital is over 23.8 billion VND.
Looking back at the roadmap to eliminate temporary and dilapidated houses in Ninh Binh province that has been implemented in the past, it shows that the program has been of interest to the Provincial Party Committee, People's Council, Provincial People's Committee, Party committees, and local authorities, focusing on effective leadership and direction. The program has mobilized the combined strength and all social resources, the participation of the entire political system, the business community and all classes of people, contributing to improving the quality of life and sustainable poverty reduction.
