In recent years, Quang Ninh province has paid special attention to the teaching staff working in ethnic minority areas, mountainous areas, border areas, and islands. Support policies not only motivate teachers to stay with schools for a long time but also contribute to improving the quality of education and sustainable socio-economic development in disadvantaged areas.
According to the Central Government's policy, teachers in specialized schools, especially boarding and semi-boarding schools, enjoy many preferential policies. Decree 61/2006/ND-CP stipulates preferential allowances from 35% to 70% depending on the case; responsibility allowance coefficient 0.3; support for documents, tuition, travel and housing costs when participating in training courses. Decree 76/2019/ND-CP also expands the support regime for cadres, civil servants, public employees and armed forces working in areas with particularly difficult conditions.
In Quang Ninh, many policies have been implemented to improve the quality of education in ethnic minority areas. Resolution 06-NQ/TU of the Provincial Party Committee determines the task of sustainable socio-economic development associated with ensuring national defense and security in mountainous communes, villages, border areas, and islands. In the 2021-2024 period, the province has allocated nearly 1,434 billion VND to the education sector, focusing on investing in building and upgrading schools, improving working and living conditions for teachers and students in disadvantaged areas.
Many projects such as improving Vietnamese, improving the quality of foreign language teaching, and reducing child marriage have been implemented, along with training courses, improving expertise and skills for teachers. These policies contribute to improving teaching capacity, encouraging creativity and team cohesion.
However, attracting and retaining teachers still faces many difficulties. The support regime for service staff, especially in- residence care, is still limited. Teachers' lives are still under a lot of pressure because the level of support is not really commensurate. In reality, in addition to income policy, there should be solutions for housing, living conditions and career development opportunities so that teachers can confidently contribute long-term.
The policy of supporting teachers in ethnic minority areas not only aims to care for the teaching staff but also directly improves the quality of human resources in disadvantaged areas. This is an important condition for Quang Ninh to successfully implement Resolution 06-NQ/TU, creating a breakthrough in socio-economic development, strengthening national defense and security.
With the attention from the central government to the locality and the efforts of the teaching and education team of ethnic minority areas in Quang Ninh province, they are gradually developing, contributing to the beauty, civilization and modernity of the locality.
