The knot from the Grassroots
On the afternoon of November 10, the People's Committee of Dien Bien province coordinated with the Department of Agriculture and Environment to organize a training conference to guide the implementation of support for agricultural production development under the National Target Programs (NTPs) in 2025.

Accordingly, in the period of 2021-2025, the whole Dien Bien province has implemented 953 projects to support production development from the National Target Program capital. However, in reality, implementation is facing many difficulties.
At the conference, Mr. Lo Van Cuong - Vice Chairman of Dien Bien Provincial People's Committee praised a number of districts and communes for proactively removing resources to support production to truly help people escape poverty and get rich. However, some communes are still struggling and do not know what to do.

That "struggling" was also directly pointed out by the leaders of the communes. According to Mr. Ha Cam Hong - Secretary of the Chieng Sinh Commune Party Committee, the planning process takes a lot of time because it has to approach each household to measure the area, determine the suitability of the land, and at the same time, it must be linked to forestry planning.
According to Mr. Hong, the role of the Commune Economic Department is very large in implementation and there is also a shortage of professional staff. Mr. Hong also suggested that officials from the Regional Agricultural Service Center (under the Department of Agriculture and Environment) be sent to support the commune soon.

Muong Nha commune is one of the localities growing the most pineapples in the province, according to Ms. Pham Thi Ngoc Ha - Secretary of the Commune Party Committee, who also pointed out the difficulty in determining standards on pineapple variety prices and fertilizer prices.
Requirement to dare to think, dare to do
Faced with difficulties from the grassroots, provincial leaders and the agricultural sector have proposed specific solutions, requiring changes in thinking and working methods.
Mr. Le Xuan Canh - Director of the Department of Agriculture and Environment said that immediately after the conference, the Department will direct the Departments to assign cadres in charge of communes (each cadre in charge of 3-4 communes) to directly guide and answer questions about the order and procedures.

According to Mr. Canh, the key factor for success is to choose a "unity to preside over the linkage". The Director of the Department emphasized that the goal is to restructure the agricultural sector in the direction of commodities, so it is necessary to "concentrate and make them into regions" with key crops, suitable for the soil and have large linkage units, instead of "each commune does it in its own way".
At the conference, Vice Chairman of the Provincial People's Committee Lo Van Cuong also requested localities to consider this as the task of the entire political system, from commune secretaries, chairmen to organizations.
The leaders of Dien Bien province said that this year's disbursement results, in addition to evaluating cadres, are also considered for allocating resources in the next phase. The commune that does well will be selected as a point, focusing resources on developing both infrastructure and non-linearity.

To immediately resolve the personnel problem, Mr. Cuong said that he will try to have a decision on the staff of 5 regional Agricultural Service Centers to the commune level on December 1, 2025. At the same time, the province will consider regulating capital from slow-moving communes to well-performing communes.
Emphasizing that the capital of the National Target Program is "infinitely valuable", the Vice Chairman of the province requested that commune leaders must "really be dedicated, have high political determination, unite, dare to think, dare to do, dare to break through and learn".
"I hope that by December 31, 2025, all communes will have disbursed 95% or more," Mr. Cuong emphasized.
Implementing the Resolution of the 15th Congress of the Dien Bien Provincial Party Committee, term 2025-2030, the province has determined to restructure the agricultural sector, strive to develop 20,000 hectares of coffee, 40,000 hectares of macadamia, and develop fruit trees based on the main crops such as passion fruit, banana, and pineapple.
