This regulation applies to all organizations and individuals participating in activities during the festival (from April 4, 2026 to the end of April 7, 2026).
The festival is organized to educate patriotism, the morality of "drinking water, remembering the source". At the same time, it honors the historical and cultural values of relics and ancestors. Activities must ensure solemnity and true traditional nature.
The organizing committee requests that the rituals take place solemnly, without offensive, violent or contrary elements to fine customs and traditions. The hanging of flags must be in accordance with regulations, ensuring solemnity in the festival space.
Security and order, fire prevention and fighting, traffic safety and environmental sanitation are put first. This is an important condition to ensure the festival takes place safely and effectively.
Notably, the regulations strictly prohibit taking advantage of festivals for personal gain. Do not force contributions of funds, do not sell tickets to participate. Encourage the mobilization of socialized resources and practice thrift.
During the festival, some roads will temporarily suspend vehicle traffic to serve the organization. People and tourists are encouraged to follow instructions and ensure general order.
Festival participants have the right to practice their beliefs and participate in cultural activities. However, they must behave civilly, wear appropriate clothes, and not affect the solemn space.
Prohibited acts include: swearing, causing disorder, jostling, setting off firecrackers, releasing sky lanterns, burning incense against regulations, gambling, superstition, distorted begging and street vendors in the festival area.
For business establishments, it is required to publicly list prices, sell at the right prices, ensure quality and food safety. Do not solicit or pressure tourists to pay prices.
Cadres, civil servants, and public employees do not participate in festivals during office hours, and do not use public vehicles for wrong purposes.
The promulgation of regulations contributes to building a civilized and safe festival image, creating a good impression on people and tourists.
