What documents are needed to fly when ID cards are "abolished" from January 1, 2025?

Identity cards (ID cards) will be "abolished" from January 1, 2025. Passengers need to pay attention to their identification documents when checking in for domestic flights.

According to Clause 2, Article 46 of the 2023 Law on Identification No. 26/2023/QH15, Identity Cards valid after December 31, 2024 can only be used until December 31, 2024.

This means that by 2025, passengers will no longer be able to use their ID cards to check in for domestic flights.

Below are documents that can replace the ID card when flying in Vietnam.

1.Passport or travel document, separate visa, permanent residence card, temporary residence card.
2.Citizen identification card 3.
Certificate of certification of the armed forces 4.

National Assembly Delegate card 5.
Journalist card 6.
Party membership card 7.
Car and motorbike driving license 8.
National Civil Aviation Security Committee card 9.
Identification card of Vietnamese airlines 10.
Aviation and airport security control card 11.
Personal identification certificate according to the form confirmed by the commune-level police of the place of permanent or temporary residence: the certificate must contain the following information: the certifying agency, the certifying person; date, month, year of confirmation; full name, date of birth, gender, permanent residence of the person being confirmed; reason for confirmation; with a photo attached, stamped on the edge and valid for only 30 days from the date of confirmation.12.Certificate from competent authority certifying that the passenger has just completed serving the sentence.

If passengers do not have hard copy personal documents, they can use the VNeID application.

According to Document No. 2188 dated May 2, 2023 on the use of information and documents integrated on the VNeID application of the Civil Aviation Authority of Vietnam, passengers only need to have a level 2 electronic identification account, the VNeID application can completely replace other identification documents to use domestic aviation services.

In addition to personal identification documents such as Citizen ID, driver's license, personal identification certificate, etc., domestic flight passengers can use personal documents integrated into the VNeID application to verify their identity when checking in.

Please note that the electronic identification account must be at level 2 to be able to check in. Those who are using electronic identification accounts at level 1 will not be able to use the VNeID application to replace the Citizen Identification Card when checking in at the airport.

Instructions for using VNeID when traveling by domestic flight

Step 1: Once you have a VNeID level 2 electronic identification account, log in and click on "Personal" to enable Check application by QR code.

Step 2: At the “Home” section, you generate a QR code for electronic identification.

Note, the QR code is only valid for 1 minute. If it is more than 1 minute, you need to re-initialize another code to use it.

Step 3: The airport check-in staff scans the citizen's QR code in step 1 so that the VNeID system can identify the user's information. The results will be displayed immediately on the screen.

Step 4: After successful authentication, passengers click on “Wallet and Documents” to present integrated data and required documents.

Some other notes when doing procedures with VNeID

Passengers should log in to the VNeID application before it is their turn to check in, to avoid wasting time due to network failure or forgetting their account password.

Bring original personal documents for use if necessary.

Passengers check the validity of their electronic citizen identification card on the VNeID application.

If traveling with children 14 years of age or younger, passengers need to bring a birth certificate to complete flight procedures.
