Van Don with its specific mechanisms and policies is opening up great opportunities for tourism infrastructure investors, as the high-end accommodation segment is still lacking, supply has not met demand, in the context that the flow of luxury tourists is forecast to increase sharply when the special zone mechanism comes into operation.

Awakening the smokeless economy
In 2025, Van Don special economic zone has completed 18/18 key targets, achieving many fundamental results, contributing to improving the quality of life of people and improving the investment environment.
This achievement is even more meaningful when Quang Ninh continues to lead the country in economic growth, GRDP is estimated to increase by 11.89%, GRDP per capita is more than 10,400 USD, and budget revenue reaches 82,235 billion VND.
2026 is identified as a pivotal year for Van Don to create clear movements in the process towards the new generation Special Economic Zone model. Leaders of the special zone government said that they will soon propose to the Central Government to issue a Resolution piloting specific mechanisms and policies to remove bottlenecks and create a transparent legal corridor to attract investment and develop key economic sectors.
Building an incorruptible government, creating development, operating effectively, efficiently, and effectively continues to be a consistent requirement; shifting from management thinking to modern governance, taking the satisfaction of people and businesses as a measure.
In terms of economy, Van Don promotes the transformation of growth models in a fast and sustainable direction on the basis of science and technology, innovation, digital economy and green growth; effectively exploiting the potential of islands and seas, developing high-class tourism, logistics, entertainment industry, and international trade.
The special zone combines public investment leading the private sector, mobilizing domestic and foreign resources; focusing on completing synchronous and modern infrastructure, prioritizing strategic transportation, digital infrastructure, logistics, green and smart cities; expanding regional and international links to gradually form an important connecting center of the region.
Tourism continues to be identified as a key driving force with the goal of building a modern marine economic zone, a regional-level tourism and entertainment center, along with the participation of many high-class tourism infrastructure projects being implemented.
In parallel, developing local human resources associated with labor market needs is considered a long-term strategic task. Becoming a new generation Special Economic Zone is not only a goal but also a development aspiration of Van Don, with the expectation that from 2026 it will enter a breakthrough phase, forming a service space, innovation and high-class tourism, a modern, smart, sustainable urban area with regional and international competitiveness, becoming a strategic growth pole of Quang Ninh and the whole country.
Golden investment opportunity to welcome the new generation Special Economic Zone wave
In December 2025, in just one day, in Van Don and Quang Ninh province, 26 projects were started, 5 projects were inaugurated with a total investment of 383,000 billion VND, showing the determination to complete infrastructure, develop smokeless industry and create breakthroughs for the local economy.
The appearance of a destination on par with Bali, Phuket... is gradually taking shape in Van Don, opening up investment opportunities for high-end tourism and resort real estate investors.
According to a survey by the Vietnam Association of Realtors, Van Don has gathered many factors to break through: modern and synchronous transport infrastructure system; Van Don International Airport with many domestic and international routes, which is on the path of expansion.
The number of tourists coming to Quang Ninh through Van Don airport is continuously growing, promoting the increasing demand for accommodation and resorts. Ao Tien International Seaport has become an important link in the development of logistics, import and export trade and island and sea tourism, opening up a direct sea connection route with China and ASEAN countries. The Mong Cai - Ha Long - Hai Phong - Hanoi expressway has also significantly shortened travel time from the Capital and neighboring provinces to Van Don.
In the infrastructure planning for the next 5 years, the Hanoi - Ha Long high-speed train route is expected to become a new connecting lever, promoting short-term tourism, resort real estate and commercial services in Van Don to accelerate development.
Very attractive potential, but real estate prices in Van Don are still at the "bottom of the wave", the price increase range is still high and stable with good liquidity when the market absorbs breakthrough policies from the separate mechanism for the new generation special economic zone.
Real-world market surveys show that the demand for resort real estate, especially the high-end apartment segment with direct views of the bay and sea, is currently quite high, but supply is limited. This is considered a potential segment of Van Don and is forecast to "have waves" in the new cycle. Currently, the core area of Van Don has only a few large-scale resort tourism complexes developing high-end apartment product lines towards the bay.

Located adjacent to Ao Tien International Port and about 15 minutes away from Van Don International Airport, Crystal Holidays Harbour Van Don luxury resort and entertainment complex invested by Everland Group is built on an area of 2.6 hectares with a total investment of more than 5,600 billion VND, including many high-rise towers and an international convention center. The project has a neoclassical architectural style, simulating "prosperous sails" facing the sea.
The project is designed, constructed and supervised by many domestic and foreign units; from architecture, materials to construction solutions are all calculated to ensure aesthetics and quality of the project. Management and operation according to international hotel standards are expected to improve the quality of accommodation services, while attracting international visitors from key markets in the region.
According to information from the development unit, the project is expected to provide more than 2,000 high-class tourist apartments and hotel rooms along with a synchronous utility system such as a shopping center, food, entertainment, health care and meeting space. The highlight is a large-scale convention center, aimed at serving domestic and international events.

Some items of the project have been completed and put into operation from 2026, contributing to supplementing the supply of high-class accommodation in Van Don, opening up opportunities to attract high-quality tourists and develop MICE tourism - resort and entertainment.
In parallel with accommodation facilities, a closed tourism service ecosystem is also being formed, from travel and transportation to bay - island experience tours, creating new products for Bai Tu Long tourism and increasing the experience for tourists.
The operation of resort complexes is expected to contribute to promoting the number of tourists in the coming time, and at the same time open up more investment options for investors looking for resort real estate products with long-term exploitation potential.
