Traffic ban time from 6:00 AM on March 7th until the event ends (expected at 10:00 AM on the same day).
Specifically, container trucks and tractor trucks moving from Hanoi to Dien Bien Phu ward; from Km52+400 National Highway 279 to Dien Bien Phu ward; from Tay Trang to Hanoi; Lai Chau to Hanoi will temporarily stop operating from 6:00 AM on March 7th until the end of the program.
Vehicles of the force participating in the event are arranged to be parked in the area of 7/5 Square and the yard of Dien Bien Provincial Children's House.

At the street Carnival program and low-altitude and high-altitude fireworks display, all vehicles (except for event participants, vehicles of the organizing committee and priority vehicles) are prohibited from entering Vo Nguyen Giap street (section from the intersection of Le Trong Tan street to the intersection of Be Van Dan street), Tran Dang Ninh street and Nguyen Chi Thanh street.

The Ban Flower Festival is a typical cultural event, organized annually by Dien Bien province in mid-March, associated with the opening event of the historic Dien Bien Phu Campaign (March 13, 1954).
In 2026, the Festival will be held from March 6-12, with key activities taking place in Dien Bien Phu ward. The opening art program will take place on the evening of March 8 at the provincial stadium.
