Around the night of September 21 and early morning of September 22, this cold air mass will affect the Northeast region, then affect most of the Northwest region and some places in the North Central region. The wind will change to the Northeast at level 3 inland, level 4-5 in coastal areas.

From the evening of September 21-22, the midlands and deltas of the North, Hoa Binh, and North Central regions will have moderate rain, heavy rain, and locally very heavy rain and thunderstorms with common rainfall of 30-70mm, and locally over 100mm.

Floods on rivers in Ha Tinh continue to rise. During this flood, the peak water level of Ngan Sau River will rise to level BD1-BD2, Ngan Pho River will rise to level BD2-BD3; the lower reaches of La River (Ha Tinh) are likely to rise to level BD1. From tomorrow, September 21, a small flood is likely to occur on rivers in Nghe An; the peak water level will fluctuate at level BD1. People and tourists need to be on guard against the high risk of landslides in mountainous areas, riverbank landslides, and localized flooding in low-lying areas along rivers and urban areas in Ha Tinh and Quang Binh provinces.
