The Government Office has Notice No. 34/TB-VPCP concluding the conclusion of Deputy Prime Minister Mai Van Chinh at the meeting of the State Steering Committee for Tourism.
The concluding announcement clearly states that in 2025, despite facing many difficulties and challenges, but under the close leadership and direction of the Party, State, Government, and Prime Minister; along with the efforts of the entire industry and the business community, Vietnamese tourism has achieved very positive results. The tourism industry has had impressive growth, affirming its position as a bright spot of the economy, recognized by the World Tourism Organization and ranked in the group of countries with the highest growth rates in the world.
2026 is of particular importance, it is the year of the 14th National Party Congress, election of National Assembly deputies and People's Councils at all levels for a new term; the first year of implementing the 5-year socio-economic development plan 2026 - 2030.
In the context of the international situation forecasting many fluctuations and risks, and slow economic recovery, in order to achieve the goal of welcoming 25 million international visitors and 150 million domestic visitors, making positive contributions to the overall growth target of the country, ministries, branches, and localities need to thoroughly grasp the spirit: "High determination, drastic action, substantial efficiency"; shifting from a "recovery" mindset to a "growth, competition and sustainable development" mindset; focusing on thoroughly handling bottlenecks, limitations, and inadequacies hindering tourism development, and at the same time proposing breakthrough solutions to create clear changes.
The Deputy Prime Minister assigned the Ministry of Culture, Sports and Tourism to preside over and coordinate with ministries, agencies, and localities to focus on effectively implementing tasks and solutions according to resolutions of the Party, Government, directions of the Prime Minister and the Steering Committee, in which urgently concretize and effectively implement resolutions of the Politburo, especially Resolution No. 08-NQ/TW dated January 16, 2017 on developing tourism into a spearhead economic sector; focus on restructuring the tourist market, improving the quality and competitiveness of Vietnamese tourism.
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with relevant ministries and sectors to comprehensively review the 2017 Tourism Law and related legal documents; propose amendments, supplements or abolitions of regulations that are no longer appropriate, creating a transparent legal corridor, which is constructive for development.
At the same time, research and grasp trends and needs of tourists to build a suitable tourism product development strategy, focusing on high-end tourism products with high added value such as: green tourism, health care tourism, MICE tourism, golf tourism...; focusing on exploiting international tourist markets with high spending levels and long stays.
Research and advise on breakthrough policies to remove bottlenecks in institutions and resources; encourage innovation, digital transformation and green transformation in tourism; advise on supplementing and adjusting the Tourism System Planning for the period 2021-2030, vision to 2045 to ensure compliance with the urban and rural system planning and the arrangement of administrative units, creating new development space for tourism.
The Ministry of Public Security continues to strengthen solutions to apply information technology and digital transformation to improve the process and procedures for issuing electronic visas; simplify and accelerate the process of controlling entry and exit at border gates, creating maximum convenience for tourists. Presiding over and coordinating with the Ministry of Foreign Affairs to propose a more open visa policy; in which focusing on researching and proposing to expand the one-way visa exemption for large and potential tourist markets, in order to attract high-quality tourists to Vietnam.
The Deputy Prime Minister assigned the Ministry of Foreign Affairs to promote the provision of information and propaganda about Vietnam's visa policy to international friends. Research and propose advisory opinions on amending relevant legal documents to create conditions for good implementation of Vietnam's tourism promotion and promotion policy abroad.
The Ministry of Industry and Trade promotes directing the integration of brand and image promotion activities of Vietnamese tourism into trade promotion programs, international fairs and exhibitions; effectively promoting the bridging role of the Vietnamese Trade Office system abroad to closely link and create synergy between trade promotion and tourism promotion.
The Ministry of Construction continues to prioritize resources to invest in developing strategic infrastructure, transport infrastructure (airports, wharves, highways) and infrastructure directly connecting to national tourist areas and spots; ensuring synchronicity, modernity, creating seamless and convenient connectivity for tourists' travel.
Ministries and agencies, according to their assigned functions and tasks, proactively coordinate with the Ministry of Culture, Sports and Tourism to have practical solutions to promote rapid, efficient, and sustainable tourism development in the coming time.
People's Committees of provinces and centrally-run cities consider establishing and consolidating the Steering Committee for local tourism development; proactively review and adjust planning, develop tourism development projects suitable to local practices and regional planning orientations; have policies to attract strategic investors and large enterprises to invest in technical facilities, high-class entertainment and resort areas; strengthen state management of tourism, ensure environmental sanitation, food safety, and build a civilized, friendly, and hospitable tourism environment.
