Accordingly, the main viewpoint of the Project is to develop sustainable community tourism, in line with tourism development strategies and planning, tourism product development strategies, security, national defense and social order; promote the value of natural advantages, resources, nature, historical relics, scenic spots; contribute to preserving and conserving cultural identity, landscape, space and protecting the environment.
Developing community tourism is associated with promoting progress and social equity. Effectively exploiting the potential, strengths, resources and characteristics of each locality, ensuring harmonious sharing of benefits among participating parties, improving the material and spiritual life of the people.
Mobilize resources to develop community tourism; prioritize the allocation of development investment resources in rural, mountainous and island areas; integrate with the implementation of national target programs on: new rural construction; socio-economic development in ethnic minority and mountainous areas; sustainable poverty reduction in the period 2021 - 2025.
Orientation of developing community tourism towards professionalization, towards forming a community tourism craft village. Basically meeting international and ASEAN requirements (ASEAN Community Tourism Standards) for community tourism activities.
The project aims to unify awareness and viewpoints and basically position the community tourism brand in Vietnam, linking community tourism development with new rural construction and improving people's lives.
At the same time, promote the movement to build the rural economy, contributing to hunger eradication and poverty reduction; support access to resources and public services for rural areas, especially ethnic minority and mountainous areas, with priority given to ethnic minorities with very few people.
Developing community tourism products and services associated with the development of cultural industries; associated with practical experiences in craft villages and traditional cultural values of ethnic groups.
Forming the characteristics of each locality and region; forming a coordination mechanism to enhance promotion, trade promotion, and boost the export of cultural industrial products and services.
Step by step build and develop the Vietnamese community tourism brand to participate deeply in the global chain of cultural products and services. Community tourism becomes a complete and mainstream product in the product system of Vietnamese tourism.
Improve the quality of community tourism services, move towards sustainable tourism development; preserve and diversify occupations for local communities, improve livelihoods for people, especially in areas with large ethnic minorities in mountainous, border, coastal and island areas.
Regarding specific goals, by 2025, at recognized community tourism sites in Vietnam, the traditional cultural values and identities of ethnic groups will be basically preserved and promoted; 20% of community tourism sites will have community houses; 20% of community tourism sites will have traditional cultural and artistic teams (clubs) operating regularly and with quality.
At least 30% of tourism establishment owners providing community tourism services are trained in tourism management; 20% of community tourism workers are trained and improved in their professional skills and tourist service skills, of which at least 10% are female workers; each community tourism site has at least one person who can communicate in a foreign language.
Organize 40 training courses, professional development related to community tourism, skills in welcoming and serving tourists; skills in explaining and introducing tourism products and tourist attractions; skills in civilized tourism communication and behavior.
Teaching intangible culture, collecting, restoring, preserving, conserving traditional crafts, promoting intangible culture, preserving festivals at community tourism sites. Building and supporting investment in at least 10 typical community tourism destinations of ethnic minority and mountainous areas to serve community tourism development.
Strive for each new rural district with tourism potential to build at least one model of community tourism chain linked to new rural construction; at least 10% of traditional craft villages in each new rural district have OCOP products linked to community tourism development.
Strive for 20% of community tourism spots recognized according to national standards on community tourism in Vietnam to be introduced and promoted; 10% of community tourism spots to apply information technology in tourism activities; towards the goal of building a database and standardizing digital maps of community tourism spots nationwide.
Research regulations on building effective community tourism management organizations at community tourism sites. Research and develop policy frameworks to support community tourism development as a basis for localities to apply based on local resources.
Research and support investment in building one or more pilot community tourism models in localities with tourism advantages as a pilot model of Community Tourism Craft Villages. Gradually build a database and digital map of recognized community tourism destinations nationwide.
"By 2030, basically develop synchronous community tourism products in major tourist centers where there are large concentrations of tourists" - the project clearly states.
