Quang Ninh province is implementing research on planning and orientation for the development of a number of key infrastructure projects, which are of great significance to the development of Quang Ninh province in the coming time.
Including research on the planning of the province's new administrative center in Thong Nhat commune; orientation for the development of infrastructure connecting the Hanoi - Ha Long - Mong Cai railway line with the Van Don special zone, Con Ong - Hon Net port, Yen Tu and Tuan Chau areas.
Continue to deploy research on investment in expanding National Highway 279 (along Cua Luc Bay) from public investment capital; build new Cua Luc 2 bridge; research urban railway planning and 50-year-long-term subway line.
Quang Ninh Provincial People's Committee informed that the study also orients the orientation of functional arrangement and exploitation plan of Cai Lan seaport in the planning of the province's seaport system associated with the development orientation of Con Ong - Hon Net port.
Accordingly, the function of Cai Lan port will be converted into a tourist port; Con Ong - Hon Net port will orient the development of a general port.
Cai Lan Port is a deep-water port (-10m deep) in Cua Luc Bay, Bai Chay ward, Quang Ninh province, possessing modern and synchronous infrastructure, capable of bringing ships from 1 to 50,000 tons to dock; loading and unloading capacity from 5 to 8 million tons/year.
Cai Lan Port includes 7 wharves, which are wharves of Quang Ninh Port JSC and Cai Lan International Container Port of an international joint venture.
Both of the above units have invested quite heavily in infrastructure systems, such as wharves, warehouses, cranes... to serve cargo loading and unloading.
Cai Lan Port is not far from Ha Long International Passenger Port, located in Ha Long Bay, which is an international-class private tourist port.
In addition to Cai Lan port, in the waters of Cua Luc Bay, there are also specialized ports, such as: Oil Port B12; Thang Long Cement Factory Port, Thang Long Thermal Power Plant, Ha Long Cement...

Currently, around Cua Luc Bay, there are quite a few industrial facilities being relocated. Among them, Ha Long and Thang Long cement plants, with kilometer-long conveyor belt systems stretching out to the middle of Cua Luc Bay, are being relocated by Quang Ninh province before 2030.
According to the plan, Cua Luc Bay will be the center of connection, in a multi-polar direction, in harmony with the world natural heritage of Ha Long Bay and the northern mountainous areas of the old Ha Long City.
For the area along Cua Luc Bay, develop and expand urban space to the North; urban development areas around Cua Luc Bay space need to be controlled and developed to create landscape space around the bay. Manage the water surface area of Cua Luc Bay to arrange waterways, anchorage areas for ships and boats, entertainment areas on the water surface, ensuring the development of underwater ecosystems. Protect and expand the area of strong flooded forests into wet ecological parks; exploit reclaimed areas for coal mining to develop theme parks, golf courses and tourism services.
Not only that, according to the latest policy, Quang Ninh will move the Provincial Administrative Center to a location located along Cua Luc Bay, belonging to Thong Nhat commune.
