According to the Department of Culture, Sports and Tourism of Tuyen Quang province, through actual inspection, some motorbike tour organizing units still pose legal risks, vehicle safety and journey organization.
Faced with this situation, the Department requests travel businesses, transportation units, car rental establishments and related parties to seriously comply with regulations and strengthen coordination in management.
From the beginning of 2026, the Department has implemented inspections of travel business conditions and tourism program organization, especially for motorbike tours on highland routes. Thematic inspection activities for cases with signs of organizing illegal tours are maintained until the end of April 2026.
The Department emphasized that travel businesses must organize tours in accordance with contracts, develop safety plans suitable for each route, arrange valid tour guides and keep complete records and insurance. Before departure, it is necessary to have a detailed plan, rescue plan, and at the same time disseminate safety regulations and necessary skills for tourists.
Transportation and car rental units are only allowed to provide vehicles and drivers who meet the conditions, and are not allowed to organize or sell tours against regulations. The provision of services must be through clear contracts, without arbitrarily changing routes or incurring services outside the agreement.
Local authorities are required to strengthen inspection and handle the situation of "disguising" car rental for tour business. The police force promotes patrols, handles violations and coordinates inspections of groups of tourists that do not meet the conditions.
Currently, the whole province has about 27,000 workers related to tourism, of which nearly 9,000 people have been trained and fostered. The province has 3,050 retrained workers; 331 tour guides, including 41 international guides, 108 domestic guides and 182 spot guides. This is an important foundation to continue standardizing human resources, especially for unique tourism products such as Ha Giang Loop motorbike tours.
Motorcycle experience tours on the Ha Giang Loop route not only require attractive landscape elements but also high requirements for risk management and responsibilities of participating parties. Tightening management and improving service quality is expected to contribute to building the image of a safe, professional and sustainable destination in the new development phase.
