According to Decision No. 509/QD-TTg, dated June 13, 2024 of the Prime Minister on approving the Tourism System Planning for the period 2021 - 2030, with a vision to 2045, Thanh Hoa province, together with Nghe An and Ha Tinh, will become a driving force for tourism development in Vietnam.
Specifically, the Plan has identified the development of Vietnam's tourism space by 2045 to include 6 regions, 3 growth poles, 8 dynamic areas, 5 main tourism corridors, 11 tourism centers; forming a system of National Tourist Areas and potential locations to develop into National Tourist Areas.
By 2030, 6 dynamic tourism development areas include: Hanoi - Hai Phong - Quang Ninh - Ninh Binh; Thanh Hoa - Nghe An - Ha Tinh; Quang Binh - Quang Tri - Thua Thien Hue - Da Nang - Quang Nam; Khanh Hoa - Lam Dong - Ninh Thuan - Binh Thuan; Ho Chi Minh City - Ba Ria - Vung Tau; Can Tho - Kien Giang - Ca Mau.
In particular, the Thanh Hoa - Nghe An - Ha Tinh tourism development dynamic area will create support in the direction of combining diverse tourism products associated with ecology, world heritage, historical culture, beliefs with sea tourism, source tourism, community tourism associated with ethnic minorities in mountainous areas.
Specifically, the North Central and Central Coast regions focus on developing tourism products based on exploiting strengths from sea and island tourism resources, natural landscapes, diverse ecosystems, world heritage systems, and historical and cultural relics.
Prioritize the development of tourism products with unique characteristics of the region: "Central Heritage Road" tourism; sea and island resort tourism; sightseeing and exploration of historical and revolutionary relics; cave eco-tourism; and tourism to explore ethnic culture.
According to the Plan, by 2030, tourism nationwide will truly become a spearhead economic sector, developing towards green growth; becoming a destination with the world's leading development capacity.
The contribution of tourism to GDP in 2025 will directly contribute 8-9% to GDP; by 2030 it will directly contribute 13-14% to GDP and create about 10.5 million jobs, including about 3.5 million direct jobs.
To achieve the above goal, the Plan also estimates the total investment demand to be about 3.6 million 600 trillion VND, equivalent to 160 billion USD, at the current exchange rate; of which, capital from the state budget accounts for 3% - 5% (including ODA); capital mobilized from the private sector accounts for 95% - 97% (including foreign direct investment).
Priority investment areas are: Synchronous development of infrastructure and technical facilities for tourism; Development of tourism products and building of national tourism brands. Development of tourism human resources; promotion and development of tourism resources and environmental protection.
