Hanoi - Hoan Kiem Ward Police said that the young street vendor accused of harassing tourists at Hoan Kiem Lake showed signs of mental illness.

Regarding the case of tourists suspected of being harassed at Hoan Kiem Lake, speaking with a reporter from Lao Dong Newspaper at noon on October 17, a representative of Hoan Kiem Ward Police (Hanoi) confirmed that the unit had grasped the incident through social networks and was conducting an inspection, verification, and search for street vendors.

"The ward police have also sent a working group to patrol around Hoan Kiem Lake area. If the above street vendor is found, they will invite him to the headquarters for questioning. However, after checking, the young man has not appeared in the lake area any longer" - the representative said.

A representative of Hoan Kiem Ward Police added that before operating the 2-level local government model, the young man had caused disorder (beating children) in Hang Trong Ward but had not been handled because he showed signs of mental illness.

The authorities affirmed that when the acts of harassment and insulting tourists are verified to be real, there will be strict handling measures to ensure security and order and protect the tourism image of the capital.

"We also request that the victims in the incident come to report, so that the ward police have a basis to handle according to regulations" - said a representative of Hoan Kiem ward police.

Previously, at around 7:00 p.m. on October 10, the 27-year-old girl - a tourist from Ho Chi Minh City - and her friend were resting in the wooden chair area near Dong Kinh Nghia Thuc Square.

According to the female tourist, a street vendor approached, suddenly sat next to him and had inappropriate behavior.

"This person arbitrarily rubbed my hand and put a duck-shaped fringe on my friend's head. Seeing that my friend did not react, I asked him to stop because I thought this was harassment, she recounted.

After that, the young male street vendor cursed and threatened to beat the two girls. Despite being stopped by people around him, this person still showed aggression. Seeing that, the two female tourists screamed for help. To prove it, she took out her phone to record the incident.

The incident has not stopped. When the girl and her friend left, the young man suddenly returned and chased after them, intending to spit saliva on their relatives.

After posting the video on social media, the article received great attention. Many accounts also commented and shared that this man had committed similar acts before, and at the same time requested the authorities to intervene to verify and strictly handle the matter according to regulations.
