Following the success of cooperation, on 9.4.2025, at the headquarters of the Ministry of Construction, the Aviation Administration of Vietnam and the General Department of Civil Aviation, the French Aviation Aviation held the signing ceremony of Appendix VI of the technical cooperation agreement. The signing ceremony was witnessed by Mr. Olivier Brochet, French Ambassador to Vietnam and Deputy Minister of Construction Le Anh Tuan.
Appendix VI includes the following contents:
Regarding strategic plans, France will help the Civil Aviation Authority of Vietnam develop a strategic plan to respond to the growth of the aviation industry in the coming years.
Regarding the Monitoring system, France will support the Civil Aviation Authority of Vietnam to strengthen monitoring activities related to airlines and maintenance organizations. France will help the Civil Aviation Authority of Vietnam to train domestically aviation safety supervisors and support.
Regarding the national aviation safety program, France will help the Civil Aviation Authority of Vietnam establish an effective program to address the risks of the Vietnamese air transport system.
Regarding technical training, France will provide technical training according to the project's needs to develop the capacity of safety supervisors of the Flight Safety Standards Department.
According to information from the Ministry of Construction, the Air Transport Agreement between the Government of the Socialist Republic of Vietnam and the Government of the French Republic was signed on April 14, 27.
The two countries signed a Comprehensive Air Transport Agreement between ASEAN and the European Union in October 2022.
Currently, the route between Vietnam and France is operated by two airlines, Vietnam Airlines (VN) of Vietnam and Air France (AF) of France.
Of which, the Hanoi - Paris route, Vietnam Airlines operates with an average frequency of 7 flights/week;
On the Saigon - Paris route, Vietnam Airlines operates with a frequency of 4 flights/week; Air France operates with a frequency of 3 flights/week.
In terms of operating output, in 2024, the total number of flights will reach 1.44 thousand, an increase of 4.1% compared to 2023, transporting 37.6 thousand passengers, an increase of 3.4% compared to 2023, and 17.5 thousand tons of cargo, an increase of 9.4% compared to 2023.
On May 24, 2018, the Civil Aviation Authority of Vietnam and the General Department of Civil Aviation (DGAC) signed a Technical Cooperation Agreement (APA).
To implement the Agreement, from 2019 to present, the two sides have signed 5 Appendices. According to the Appendices, the French side will assist the Civil Aviation Authority of Vietnam in improving its capacity to monitor aviation safety and help the Civil Aviation Authority of Vietnam improve its capacity in the field of flight operations management.
Details are as follows:
In Appendix I of the Agreement, France provided Vietnam with 2 free pilot training scholarships; in Appendix IV and Appendix V, the French side supported the improvement of the capacity to self-train flight controllers for the Civil Aviation Authority of Vietnam.
In Appendix II of the Agreement, France has supported the organization of free online seminars and training courses on the fields of drones; information management systems; cybersecurity and converting AIS to AIM.
In Appendix III, France organized seminars on the fields of drone management, cybersecurity, airspace and airport capacity; the future of aerial solutions including SWIM concepts.
In 2024, France provided Vietnam with a scholarship and an advanced course on aviation guidance in Toulouse, France.
