Ho Chi Minh City Social Insurance has just sent a notice to employers, Health Insurance participants management organizations, educational and training institutions, Social Insurance and Health Insurance collection service organizations regarding updating citizen identification cards (CCCD) and personal identification numbers for social insurance and health insurance participants in Ho Chi Minh City.
Accordingly, implementing Decision No. 06/QD-TTg dated January 6, 2012 of the Prime Minister approving the Project to develop applications of data on population, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030, Official Dispatch No. 1147/BHXH-TST dated March 4, 2022 of Vietnam Social Insurance on declaration of personal identification numbers or citizen identification cards (CCCD) when submitting social insurance and health insurance application documents, since 2022, Ho Chi Minh City Social Insurance has deployed and guided the procedures for documents, how to update CCCD numbers, identifying individuals in social insurance and health insurance application documents.
However, by the end of January 2025, many social insurance and health insurance participants have not had their CCCD numbers and personal identification updated into the social insurance industry data, causing problems when receiving and handling collection documents - books, and social insurance regime settlement cards.
To ensure the rights of participants, and to issue social insurance books and electronic health insurance cards in a timely manner, Ho Chi Minh City Social Insurance informs employers, health insurance participants management organizations, educational and training institutions, social insurance and health insurance collection service organizations in Ho Chi Minh City (collectively referred to as units) and social insurance and health insurance participants to implement as follows:
1. The unit reviews the list of employees participating in social insurance and health insurance, creates an electronic file 608 (attached with the image of the original CCCD card/individual identification number notification) and sends it to the social insurance agency under management to update the CCCD/individual identification number, to be completed no later than March 31, 2025.
2. After March 31, 2025, in cases where the CCCD/individual identification number has not been updated, Ho Chi Minh City Social Insurance will refuse to resolve the application for increase, decrease, adjust, temporarily suspend the issuance of health insurance card use value and do not confirm the payment process, issuance of the social insurance book withdrawal form.
The unit or participant is fully responsible for temporarily suspending the processing of documents, issuing health insurance cards, and issuing social insurance books if the unit or participant does not update the personal identification number/CCD if it affects social insurance and health insurance benefits.
Ho Chi Minh City Social Insurance notifies units and participants to be interested and coordinate implementation.
