Following the direction of the leaders of the Ministry of Public Security, the Board of Directors of Ho Chi Minh City Public Security advised the organization to simultaneously deploy to 22 local groups in the city to propagate and guide measures to ensure fire safety, distribute leaflets, instruct people to install the HELP 114 application and guide the implementation of 4 fire prevention solutions for subjects such as boarding houses, mini apartments, and rental rooms to overcome fire prevention shortcomings.
According to regulations, after March 30, 2025, mini apartments, houses combined with business, and boarding houses that do not complete the implementation of fire safety solutions will have to stop operating.


Mr. Pham Van Hien (a landlord in Phu Nhuan district) although working abroad, when he heard the regulations, he told the manager to take advantage of the purchase of fire prevention and fighting equipment as required.
"My rented room has 5 rooms, he asked me to buy a non-poison mask, a rope ladder, a fire protection board, a mini fire extinguisher, and a fire alarm to equip me with fire protection regulations. I think complying with regulations will ensure the safety of the boarding house and myself," said Mr. Cang, the manager of Mr. Hien's boarding house.

Ms. Nguyen Thi Ty (a tenant in Phu Nhuan district) said that from the morning, the manager transported the fire protection equipment to the house and asked to arrange it in the rooms.
"I am very assured that the renter does not hesitate to pay to equip for safety," said Ms. Ty.


PC07 team informed that through the launching ceremony, the results of nearly 1,000 landlords and room renters were disseminated with instructions on fire prevention and fighting safety measures, organized a propaganda and experience session at the Fire Prevention and Fighting and Rescue Community Education Center for 500 teachers and students of Pham Ngu Lao High School and people, 20 classes for nearly 10,000 people across Ho Chi Minh City were disseminated and instructed to install the HELP 114 fire alarm application.


According to Ho Chi Minh City Police, before the Prime Minister issued Directive 19/CT-TTg on June 24, 2024, there were 4,016 housing facilities combined with production and business with a high risk of fire and explosion in the city. Through inspection, 909 establishments still have violations of fire prevention and fighting. All facilities that still have violations of fire prevention and fighting have been recommended by the fire prevention and fighting management agency to overcome them, the owner of the facility has signed a commitment, and proposed a roadmap to overcome the existing violations of fire prevention and fighting.
After the Prime Minister issued Directive 19, in the City, there are 4,557 houses combined with production and business with high risk of fire and explosion (an increase of 441 facilities), the City Police continue to conduct inspections, examinations, instructions, and urge existing facilities on fire prevention and fighting to organize the implementation of remedial measures for violations.
To date, the number of facilities that have completed the repair and ensured fire safety is 533/914 facilities, reaching 58.31%; the number of facilities that have not completed the repair, are still there, and violate fire safety is 381/914 facilities, accounting for 41.69%; mainly focusing on 2 contents that have not created a second emergency escape route, which is 33 facilities and have not implemented fire prevention solutions between the vehicle parking area, the area at high risk of fire and explosion with the residential area and escape roads being 178 facilities (there were 20/22 localities that have completely repaired the fire prevention violation).
