On September 8, the leader of Quang Ngai Provincial Police announced that he had arrested Pham Tuan (born in 1989, residing in My Thanh Nam village, Nghia Giang commune, Quang Ngai province), a drug addict.
According to initial information, on the afternoon of September 7, Pham Tuan showed signs of instability neurally, carrying weapons and disturbing public order on Provincial Road 623B, through My Thanh Nam village.
The image recorded from a clip shows Tuan using a knife to chase and threaten to slash many passersby, causing panic, anxiety and outrage among the people. Although the authorities quickly arrived at the scene, because the subject was too reckless, control was difficult.
After causing trouble, Tuan fled into the acacia forest. By this morning (September 8), the commune police had searched for and arrested the subject.
The case is currently being further investigated and clarified.
