Da Nang deploys 27 proactive public administrative services, automatic appointment reminders and file generation from available data, helping to save time and costs.

The City People's Committee issued Plan No.9/KH-UBND to pilot proactive public administrative services (HCCCD) for 27 public administrative services, including 21 new services and 6 services continued from the pilot model in the old Quang Nam province.

The plan aims to convert service methods from a passive administrative model (waiting for people/businesses to come and implement) to proactive (suggestion, reminder, forecast, preparation in advance). The purpose is to improve service quality and satisfaction of organizations and individuals when performing administrative procedures.

Automatically generate records from available data, make the most of digitized and put into use data; save time and costs for organizations and individuals. Increasing transparency and reducing informal costs contribute to promoting digital transformation in handling administrative procedures.

The City People's Committee assigned departments, branches, sectors and units to preside over the pilot implementation of HCCCD services to organize the implementation of integration, connection, exploitation and data sharing between specialized information systems, national databases and the city's integrated and data sharing platform (LGSP). If necessary, departments, branches and sectors should proactively advise the City People's Committee to issue a document requesting the Central Ministries and branches to consider supporting data connection, sharing and exploitation.

Relevant departments, branches, sectors and units are responsible for speeding up the progress of digitizing records and results of handling valid administrative procedures, fully updating them to the city's archives to serve the implementation of notification and appointment service. Provide integrated information from the information system/detabase for specialized management or make a list of Excel/CSV and enter data into the proactive public administration system. Deploy the function of logging in to use VNeID and verifying citizen information via the VNeID application.

Assign the Department of Science and Technology to coordinate with the Military Industry - Telecommunications Group (Viettel) to update and adjust proactive public administration software, connecting cau hinh with related systems. Deploy providing integrated information and services to synchronize records, look up status and results on the Public Service system. Coordinate with the City Police and relevant departments, branches and sectors to connect the system and population database, ensuring information security when deploying.

The City People's Committee proposed that the Military Industry - Telecommunications Group build and complete the technical process for implementing HCCCD services. Integrating and synchronizing documents from the HCCCD system to administrative procedure settlement systems. Organize training and foster skills for cadres, civil servants and public employees to master their careers. Ensure information security, data security during operation, service provision and provide API connections on the One-stop-shop software to synchronize people's records and contact information.

The City Public Administration Service Center is assigned to be the focal point to coordinate with relevant agencies and units to advise and propose the City People's Committee to consider and issue directives related to HCCCD services in the city. Receive HCCCD service proposals from departments, branches, sectors, and vertical agencies to synthesize and submit to the City People's Committee for approval of the list of HCCCD services.

In addition, coordinate with Viettel and departments, branches and sectors to review and complete the professional process and necessary conditions to prepare for replication, expand the scope of implementation, synthesize and evaluate the effectiveness to advise the City People's Committee to consider and replicate.
