According to the Hung Yen Provincial Economic Zone Management Board, in the first 10 months of 2025, the Provincial Economic Zone Management Board has actively coordinated with departments and branches to advise on the development of a Project to establish a Free Economic Zone under the direction of the Provincial Party Committee and the Provincial People's Committee. The work of planning management, construction, investment promotion and business support in the Economic Zone and industrial parks in the old Thai Binh area has been carried out synchronously and effectively, contributing to promoting the socio-economic development of the province.
Since the beginning of the year, the whole region has had 72 newly granted and adjusted projects, with a total registered capital increase of about VND 23,400 billion (USD 935 million). Of which, 56 projects are foreign-invested enterprises (FDI) with a total additional capital of about 700 million USD, 3.2 times higher than the same period in 2024. In addition, the Board has approved the investment policy for 2 commercial housing projects with a total capital of nearly VND 2,851 billion.
The work of monitoring and urging the progress of key projects has achieved many positive results. Up to this point, most projects such as VSIP Industrial Park, LNG Thermal Power Plant and Con Vanh Golf Course have been started as planned.
The Board also directed the Industrial Investment Support and Service Consulting Center to deploy solutions to maintain stable operations, ensuring the provision of infrastructure services and investment consulting to meet the needs of businesses. Administrative reform and improvement of the investment and business environment are focused on; discipline, administrative discipline and working spirit of cadres and civil servants have clearly changed.
Vice Chairman of the Provincial People's Committee Le Quang Hoa has requested departments and branches to closely coordinate in implementing the adjustment of the planning of the Economic Zone and Industrial Parks; strengthening inspection, supervision and urging the progress of connecting transport infrastructure projects.
Mr. Hoa requested to study and advise the Provincial People's Committee to promptly issue regulations on industrial park infrastructure usage fees and investment rates, ensuring a complete legal basis, in accordance with current regulations; at the same time, pay attention to investing in synchronous power grid infrastructure to improve investment attraction efficiency.
The Vice Chairman of the Provincial People's Committee also requested the Economic Zone Management Board to focus on completing the contents of the Project to establish a Free Economic Zone; clarifying the specific factors of the pilot model, organizational structure and operation methods. The Committee needs to strengthen the management of foreign workers working in the Economic Zone and Industrial Park; urgently review and propose the content of receiving planning sponsorship; completely resolve problems in Cau Nghin Industrial Park and Thaco Industrial Park.
