Mr. Le Thanh Do - Chairman of Dien Bien Provincial People's Committee issued Decision No. 2211, on adjusting and allocating increased revenue from the auction of land use rights and assets on land of Dien Bien Phu City Commercial Center and Commercial Housing Project (now Dien Bien Phu Ward).
Accordingly, 73.845 billion VND was allocated to increase revenue from the auction of land use rights and assets on land of the above project to the Project Management and Land Fund Development Board of Area I and the Department of Health. Specifically, more than 65.1 billion VND was allocated to the Project Management and Land Fund Development Board of Area I.
Of which, 50 billion VND was officially allocated to repay the funds temporarily used for the project according to Decision No. 3233 dated December 14, 2021 of the Provincial People's Committee to implement the project to upgrade and renovate Dien Bien Airport.
More than VND 15.1 billion to return the capital advance to the local budget estimate to pay for compensation, site clearance and resettlement support costs of the Dien Bien Airport upgrade and renovation project in Decision No. 1539/QD-UBND dated August 26, 2021 of the Provincial People's Committee.
In addition to infrastructure, the decision also allocates VND8.739 billion to the Department of Health to implement the SOS Dien Bien Phu Kindergarten project. The decision takes effect from September 26, 2025.
The Provincial People's Committee also assigned the Director of the Department of Finance to be responsible for balancing funding sources and allocating funding to agencies and units for implementation.
The Project Management and Land Fund Development Board of Region 1 and the Department of Health are responsible for urgently and proactively completing project documents and capital payment documents and coordinating with the State Treasury of Region X to return all advanced capital to the local budget estimate and temporarily used capital according to regulations.
In addition, the contractor is required and urged to continue reviewing and urgently completing all necessary procedures and documents of the project; speed up the construction progress, accept the volume and complete the payment documents, ensuring the disbursement of 100% of the assigned capital plan.
According to the reporter's investigation, the Dien Bien Phu City Commercial and Commercial Housing Center Project (now Dien Bien Phu Ward) was approved by the People's Committee of Dien Bien province in Decision No. 1083/QD-UBND dated June 18, 2021. The project is invested by Vincom Retail operator company Limited.
The project has a land area and a usable site of more than 13,500m2. The total preliminary cost of project implementation is more than 269 billion VND, including construction costs, equipment, project management, consulting costs, other costs, and contingency costs according to the law.
