Fining to handle violations effectively
According to Lieutenant Colonel Phan Thanh Hong, Head of the Traffic Police Department (CSGT) of Quang Nam Police, every year, thousands of traffic violations are detected and handled through fixed-light camera systems, mobile cameras and other surveillance devices. Common violations include: Exeding speed, not obeying traffic lights, stopping and parking in violation of regulations, not complying with signs and road markings.

The method of fines is strictly implemented according to the procedure. After the camera system recorded the violation, the traffic police extracted data, identified the vehicle owner through the vehicle registration system, then sent the violation notice by post. Violators who receive notices can contact the traffic police to resolve the issue.
A recent specific case is Mr. Nguyen Van H. (residing in Tam Ky, Quang Nam), who was fined for speeding on National Highway 1A. Mr. H. said: "I did not think I was violating until I received a notice with a clear photo of the violation. After that, I went to the police station to pay the fine and learn from experience when participating in traffic." The transparency in the handling process helps violators easily receive and comply with the penalty decision.

In order to help people easily look up information on fines, Quang Nam Traffic Police use communication channels such as websites, Zalo, Facebook to announce the list of violations. When coming to work, violators will be provided with clear and transparent images and data.
In addition, from March 1, 2025, instead of having to go to the district-level police, violators can go to the nearest traffic police room, making it more convenient for people.
In case of non-compliance after receiving the notification, the traffic police will apply stronger measures such as posting information about the violation on the website of the Traffic Police Department, sending data to the inspection agency to warn when the vehicle owner completes the regular inspection procedure.

Some difficulties in handling fines are that the vehicle registration address and place of residence do not match, causing the vehicle owner to not receive the notification.
Lieutenant Colonel Phan Thanh Hong recommends that people proactively update vehicle registration information when changing their residential address. When buying, selling, donating or transferring a vehicle, it is necessary to complete the name change procedure to avoid future inconveniences.
Strengthening the handling of fines contributes to ensuring traffic order and safety, raising awareness of law compliance, towards a safe and civilized traffic environment.
