The Hanoi People's Committee has just issued Official Letter No. 3854/UBND-NC on strengthening and rectifying to improve the effectiveness of state management in preventing and combating violations of the law on fireworks in the city.
Accordingly, to proactively prevent, combat and effectively prevent violations of the law on fireworks, especially the illegal purchase, manufacture and use of fireworks, the Chairman of the City People's Committee requested departments, branches, and People's Committees of wards and communes to continue to implement the contents of Official Dispatch No. 01/CD-UBND on strengthening propaganda and crime prevention on weapons, explosives, support tools and fireworks, ensuring absolute safety for events, major holidays and Directive No. 05/CT-UBND on strengthening the implementation of solutions to improve the effectiveness of the management and use of weapons, explosives, support tools and fireworks.
At the same time, maximize the state management function of relevant organizations and unions in the fields of weapons, explosives, support tools and fireworks.
The City People's Committee assigned the City Police to coordinate synchronously with Departments, branches and sectors to strengthen supervision in cyberspace, dismantle firecracker trafficking rings, check suspected storage locations for firecrackers; organize propaganda and mobilize people to hand over and strictly comply with legal regulations;
The Department of Industry and Trade coordinates with relevant authorities to inspect and handle violations of industrial explosives, monitor the business of chemicals and explosives on social networks and e-commerce platforms;
The Department of Education and Training directs the Departments of Education and the Board of Directors of schools to promote legal education on fireworks in schools; coordinate with the police force to monitor and promptly handle cases of students at risk of violations;
The Department of Science and Technology strengthens propaganda on the use of explosives and fireworks, fire prevention and fighting in the hot season; People's Committees of wards and communes direct departments, branches, unions, villages and residential groups to take drastic action, step up propaganda to households and parents to focus on paying attention to and educating children to prevent violations related to explosives and fireworks.
Mobilize all forces to increase the application of propaganda measures suitable to geographical characteristics and local residents to widely disseminate to all classes of people to strictly comply with regulations on the management and use of fireworks.
Strengthen the movement of the entire people to protect national security to promptly detect and denounce cases of illegal production, trading, transportation, storage and use of explosives and fireworks.
Heads of the city's Departments, branches and sectors; Chairmen of People's Committees of wards and communes; organizations, units and individuals involved must uphold the individual responsibility of the head and take full responsibility to the Chairman of the City People's Committee in directing, inspecting and implementing tasks.
