This plan focuses on implementing the Youth Law 2020 and related legal documents.The plan also implements the Vietnam Youth Development Strategy and the Hai Duong Provincial Youth Development Program for the period 2021-2030.
The plan includes key contents such as implementing policies and regimes for youth; implementing youth statistics according to Circular No. 11.2018/TT-BNV; training in youth management skills for officials; international cooperation on youth; evaluating implementation results and organizing dialogue activities with youth to grasp their aspirations.
According to the plan, the Department of Home Affairs of Hai Duong province is responsible for monitoring and urging the implementation of this plan throughout the province.Departments, branches and district-level People's Committees are responsible for developing and implementing plans suitable to the locality.Dialogue conferences with youth will be held to listen to opinions and proposals on mechanisms and policies.The Hai Duong Provincial Department of Finance guides the use of funds for related projects.
The Ho Chi Minh Communist Youth Union of the province presides over and coordinates with relevant agencies to strengthen the dissemination of legal documents related to youth and youth work.In addition, it will strengthen education on ideals, ethics and policies for youth.The Communist Youth Union will also coordinate with the government to develop an action plan to implement the targets in the Provincial Youth Development Program for the period 2021-2030.
At the same time, the Union will propose and organize volunteer activities to encourage young people to participate in socio-economic development and maintain security and order in the province.
