On January 14, the People's Committee of Hai Duong province issued an official dispatch requesting departments, branches, sectors, and organizations of the province; People's Committees of districts, towns, and cities to strengthen the management of roads and sidewalks to ensure traffic order and safety.
Accordingly, the Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of districts, towns and cities to direct the People's Committees of communes, wards and towns in the area to strengthen the propaganda and dissemination of legal regulations on ensuring traffic order and safety; in which special attention should be paid to disseminating to all households living on both sides of traffic routes to comply with the regulations on temporary use of part of the roadway and sidewalk for other purposes.
Temporary use of part of the roadway or sidewalk for other purposes (including: Gathering, collecting waste, construction materials; organizing funeral events; organizing weddings; keeping vehicles participating in traffic) is only allowed on district roads, commune roads, village roads, specialized roads, urban roads but not including main urban streets. It is only allowed when there is a traffic organization plan, does not cause traffic congestion or there is a plan to divert road traffic to avoid the section using the roadway or sidewalk for other purposes. Organizations and individuals temporarily using part of the roadway or sidewalk for other purposes must submit a request.
Localities need to direct the strengthening of management of roads, sidewalks, and traffic safety corridors; regularly inspect, detect, receive, and promptly handle information reflecting violations of roads and sidewalks by road management agencies and traffic police forces.
The Department of Transport directs road management agencies and units to strengthen road patrols and inspections, detect violations of road use, sidewalks, and traffic safety corridors, exchange information, and coordinate with localities and traffic police agencies to promptly handle violations according to regulations.
The provincial police directed the Traffic Police Department and local police to strengthen propaganda, guidance, patrolling, controlling and strictly handling violations of ensuring traffic order and safety; especially violations related to alcohol concentration, stimulants, speed, road sections and lanes of vehicle drivers, etc.
Previously, on December 31, 2024, at Km0+400 of Provincial Road 392, through Ke Sat town, Binh Giang district, Hai Duong, a traffic accident occurred when a car crashed into a funeral tent set up by a resident on the road; although the accident did not cause any casualties, it injured 5 people and had a negative impact on public opinion.
