On August 27, news from the Hai Phong City Department of Health said: The Office of the City People's Committee has just issued a document directing the implementation of Decision No. 1665/QD-TTg of the Prime Minister on promulgating a Plan to implement Resolution No. 173/2024/QH15 dated November 30, 2024 of the National Assembly on the ban on the production, trading, import, storage, transportation and use of electronic cigarettes and heated tobacco products.
Accordingly, the City People's Committee requests localities and units to seriously implement regulations on the ban on production, trading, import, storage, transportation, and use of electronic cigarettes and heated tobacco products; Specifically determine the content of work, deadline, completion progress and responsibilities of relevant agencies and organizations in organizing implementation to ensure consistency and unity. At the same time, raise awareness and responsibility of all levels, sectors and people in implementing and enforcing the above regulations.
The Department of Health organizes propaganda, dissemination and training for relevant departments, branches, localities, agencies and organizations on the harmful effects of e-cigarettes and heated tobacco products; administrative sanctions and criminal sanctions for the acts of production, trading, import, storage, transportation and use of e-cigarettes and heated tobacco products.
The Department of Justice coordinates with relevant departments, branches, People's Committees of communes, wards and special zones to proactively review and compile a list of current legal documents related to the regulation prohibiting the production, trading, import, storage, transportation, and use of electronic cigarettes and heated tobacco products to propose amendments, supplements, replacements, repeals or new promulgations, ensuring compliance with the provisions of the Resolution.
The Department of Culture, Sports and Tourism and the Department of Science and Technology strengthen coordination in inspecting and handling administrative violations of advertising for e-cigarettes and heated tobacco products.
The Department of Industry and Trade organizes specific implementation of the ban on the production, trading, import, storage, transportation, and use of electronic cigarettes and heated tobacco products. Direct the Hai Phong Market Management Department to regularly proactively inspect, detect, and handle violations; strictly handle acts of production, trading, storage, transportation, and use of electronic cigarettes and heated tobacco products that are not allowed to be traded or used in the city.
The People's Committees of communes, wards and special zones direct the organization of propaganda and mobilization of people to voluntarily hand over electronic cigarettes and heated tobacco products to temporarily receive them according to the correct procedures, make records and transfer them to the superior agency for handling and destruction according to regulations. Direct departments, branches, unions and functional forces in the area to regularly proactively conduct inspections and handle violations; strictly handle acts of production, trading, import, storage, transportation and use of electronic cigarettes and heated tobacco products.
The Department of Education and Training guides educational institutions in the area to strengthen propaganda and dissemination of the harmful effects of using e-cigarettes and heated tobacco products to students, staff, and teachers; strengthen inspection, supervision, and timely prevention of the use of e-cigarettes at educational institutions.
The City Police and the Customs Branch of Region III are regularly proactive in inspecting, detecting and handling acts of production, trading, import, storage, transportation and use of heated tobacco in the city.
